The projects cost a combined 4.31 billion yuan ($653.8 million) and cover the 343-square-kilometer main area of the Lin-gang Special Area, including Nanhui new town, Nicheng town, Shuyuan town, Wanxiang town, and Lingang Fengxian Park.

The projects involve education, medical care, elderly care, culture, and sports. There are 14 education projects, including a senior high section of Shanghai East High School, a Lin-gang youth center, 12 public middle and primary schools, two community health centers, one nursing home, and a culture and sports center. All the projects are expected to begin operating sometime between 2021 and 2023.

Nearly 20 schools are expected to open in the area between 2021 and 2022, and the Shanghai Sixth People's Hospital East will be extended with the addition of two regional medical centers and a Lin-gang public health center.

Lin-gang Special Area is currently working out a 14th five-year plan (2021-25) for the distribution of educational, medical, and health resources. It plans to build 15-minute service circles for education, medical care, and elderly care.
