Located in southeast of Lin-gang Special Area, Dishui Lake core area, which covers 72 square kilometers, is established to the south of the northern moat, to the east of Lianggang Aveune, and to the north of Luchao intake channel.

Dishui Lake core area plans to create three functional areas: Lin-gang central activity area, an international innovation and cooperation area, and a residential area. Lin-gang central activity area centers on modern services, and will mainly lay out new trade, cross-border finance, headquarters economy, and shipping services, and provide high-level special public services for tourism, recreation, and entertainment. The international innovation and cooperation area will focus on top scientific communities, research institutions, and scientific research and development (R&D) headquarters to improve supporting services, such as specialized scientific R&D services and international customized high-end life services. The residential area regards Lingang Boulevard as a hub to enhance regional capacity and improve supporting services for culture, sports, recreation and living. Dishui Lake core area also plans to build road networks to improve passenger transport and create closer contact with other districts. In addition, it will restrict private transport to promote open-share static traffic and support Lin-gang central activity area as a large passenger collection-distribution point, with the help of railway and traffic hubs and a high-density road network. Thus it will explore a set of smart mobility service systems.

Dishui Lake core area will integrate city construction and natural ecology in a place where people and nature will cohabit harmoniously. Wedge-shaped greenbelts will be embedded to separate different clusters, forming a diversified and open public ecological green space, and integrating city and nature. It will also build coastal wetlands and migratory bird habitats where people, birds and plants will live in harmony. Due to the natural growth of beaches, Dishu Lake core area is expected to develop ecological wetlands to ease the impact of ocean waves, and protect biodiversity to enhance the ecological function of offshore waters.
