Measuring 89 square kilometers, the emerging industrial area covers the region east to Lianggang Avenue, north to Dazhi River, west to G1503 Shanghai Ring Expressway, and south to Tuanlu Port.

The emerging industrial area plans to create two composite functional areas: Shuyuan and Wanxiang. Taking advantage of natural resources of Lin-gang, which is surrounded by waterways and forests, the emerging industrial area will emphasize the layout of mixed function and spacial utilization to create artificial intelligence application scenarios. It will also promote the transformation and upgrading of existing industrial lands on the northern side of Shuyuan and Wanxiang to increase residential and living support services, and combine a transport hub with business offices and services to create future-oriented AI application scenarios. In addition, it plans to build a TOD-oriented compact and highly efficient development model to create high-quality public transport services. It will strengthen integration with the passenger transport hub, with the "blue" (waters) and "green" (trees) network as the skeleton, and streets and square spaces as the veins to form a road network and create a vibrant street interface. Lin-gang's "green heart" is based on intertwined farmlands and green belts. In addition, it will be dedicated to biotechnology agriculture, and leisure and sightseeing agriculture, and will present a new rural landscape with rivers, fields and villages. To the west of Lianggang Avenue, along Laolu Highway, Shipile Port and Tuanlu Port, and along the Dazhi River north of Wanxiang, natural villages will be retained. Besides, villages with good features such as Xinbei, Yuyao and Yangyi will be protected. To improve the living environment and services, enterprises will be encouraged to set up satellite offices in villages, and create a new online model for agricultural R&D.
