With an 52.63 square kilometers, Jinhui residential area covers the region east to Jiangting Road-Puxing Highway, north to Dazhi Stream, west to Jinhui Port, and south to S3 Shanghai-Fengxian Expressway. 

Jinhui residential area plans to create two major functional zones - an industrial functional zone in the north of Jinhui and a residential functional zone in the south of Jinhui. The industrial functional zone will be dedicated to industrial upgrading to provide local jobs, while the residential functional zone and the Fengxian New Town will jointly promote the sharing of public service facilities, provide residential and supporting facilities for Lin-gang Special Area, and solve the resettlement problems of farmers in surrounding areas. It will anchor public transport hubs on regional public transport networks, enhance services on the external expressway system, and improve regional road networks by bridging Jinhui Port and closely connecting Fengxian New Town. In addition, it will shape the ecological spatial pattern of agroforestry, based on Jinhui Ecological Corridor, suburban green rings along Linhai Highway and Shenya Country Park, and create a landscape with agroforestry and scattered villages. It will also retain original villages along Puxing Highway and Fengpu Avenue.
