Approval of Lin-gang's soil, water conservation plan to receive automatic handling

The approval of soil and water conservation plans for construction projects in Lin-gang Special Area will benefit from the implementation of "unattended automatic processing".

Zhou Yan, project manager at Shanghai Lingang Water Supply and Drainage Development Co Ltd, obtained an administrative license for the approval of water and soil conservation plans through "unattended automatic processing" on June 29. She signed her name electronically and proved her identity with facial recognition software in her office. The entire process took only five minutes.

"Unattended automatic processing" is a new type of government service in which applicants submit the needed information, the system verifies the information through real-time data sharing in accordance with established rules, and the applicant is approved or denied in a timely manner.

The number of required materials reduces from three to one, and the entire process is carried out online with no face-to-face contact, taking only five minutes.

The approval of soil and water conservation plans for construction projects is a frequent issue in Lin-gang Special Area, as there are more than 100 projects every year in the area. It is the first place in Shanghai for the approval of soil and water conservation plans to test out "unattended automatic processing".

The Lin-gang Special Area Administration is advancing government service reforms through a single website and plans to continue optimizing its approval service mechanisms and replicating and promoting "unattended automatic processing" to provide enterprises with more convenient services.
