I. Scope

Market, investment and operation main bodies whose industrial and commercial registration place, actual business place and financial and tax household management place are Lin-gang Special Area, and major projects and activities related to business that can be included in the scope of support after being identified.

II. Orientation

Community farmers markets, basic business supporting construction and introduced high quality brand commerce.

III. Content

1. Building businesses that ensure people's livelihood and improving the convenience of residents' lives

1) For farmers market upgrading and renovation projects that meet requirements in terms of opening time and opening rate, a one-time subsidy shall be given according to 50 percent of the total amount of actual investment, and the maximum subsidy amount shall not exceed 1 million yuan ($140,930).

2) For newly-built farmers markets that meet requirements in terms of opening time and opening rate, a one-time subsidy shall be given according to the amount not exceeding 50 percent of the actual total investment of the project, and the maximum subsidy amount shall not exceed 2 million yuan.

2. Introducing high quality brand business to help upgrade Lin-gang's business level

3) For commercial streets, communities and parks with insufficient residents or working population, introducing investment main bodies with necessary commercial format. A rent subsidy of no more than three yuan/square meter/day shall be offered, and the maximum subsidized area will be no more than 300 square meters/household. The subsidy funds will stop being offered if the living or working population meets the commercial street, community, park business supporting requirements.

4) For operation main bodies whose business supporting of business street, community, park need transformation and upgrading, improve of the operation situation and the business level, an operating reward with a maximum of 500,000 yuan/year shall be offered.

5) For upgrading and transform projects of business centers of communities and parks that meet requirements in terms of opening time and opening rate, a one-time subsidy shall be given according to no more than 30 percent of the actual total investment of the project, and the maximum subsidy amount shall not exceed 2 million yuan.

6) For newly-built business centers of communities and parks that meet requirements in terms of opening time and opening rate, a one-time subsidy shall be given according to the amount not exceeding 50 percent of the actual total investment of the project, and the maximum subsidy amount shall not exceed 2 million yuan.

7) For upgrading and renovation projects of regional commercial centers that meet requirements in terms of opening time and opening rate, a subsidy not exceed 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 20 million yuan.

8) For newly-built regional commercial centers that meet requirements in terms of opening time and opening rate, a subsidy not exceed 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 50 million yuan.

9) For Michelin -starred restaurants, restaurants in the Dianping app's black pearl list and other domestic and foreign well-known commercial brand direct-sale stores which set up operations the Lin-gang Special Area and sign a lease agreement of no less than five years, a subsidy of no more than 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 2 million yuan.

10) For the first stores in Asia, the first stores in China, the first stores in Shanghai, the flagship stores of international and domestic brands which set up operations the Lin-gang Special Area and sign a lease agreement with a duration of at least than five years, a subsidy no more than 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 1 million yuan.

11) For new retail brand offline first stores and duty free stores which set up operations the Lin-gang Special Area and sign a lease agreement with a duration of at least than five years, a subsidy no more than 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 1 million yuan.

12) For the first stores of time-honored Chinese brands and national chain brands which set up operations the Lin-gang Special Area and sign a lease agreement with a duration of at least than five years, a subsidy no more than 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 500,000 yuan.

13) For cultural and creative, sports, tourism, and other related commercial brand stores which set up operations the Lin-gang Special Area and sign a lease agreement with a duration of at least than five years, a subsidy no more than 30 percent of the actual total investment of the project will be given, and the maximum subsidy amount shall not exceed 500,000 yuan.

3. Building a sound business environment and improving the business environment

14) Support international and domestic well-known commercial operation organizations, well-known brand owners in carrying out large commercial activities with domestic and foreign influence. A subsidy no more than 30 percent of the total cost of the activity's publicity and promotion, venue rent and venue construction shall be offered, and the maximum subsidy amount shall not exceed 1 million yuan.

15) Subsidies to carry out business development forums, lectures and other academic activities with industrial influence. A subsidy no more than 30 percent of the total cost of the activity's publicity and promotion, venue rent and venue construction shall be offered, and the maximum subsidy amount shall not exceed 500,000 yuan.

16) For well-known business associations, platform organizations and industry organizations which set up operations the Lin-gang Special Area and sign a lease agreement with a duration of at least than five years, a maximum subsidy of 500,000 yuan will be given according to its industrial influence, actual contribution and other comprehensive factors.  

17) A "green channel" will be opened for administrative procedures for examination and approval of newly-built and renovation projects of key regional business centers, business centers of communities and introduced high-end commercial brands to accelerate the opening process. For retail enterprises that do not affect the appearance and order of the city and do not obstruct the traffic and have the qualifications for positioning, the "outside positioning" and "cross-door operation" shall be moderately relaxed.

4. Encouraging high-end business talents to settle down and supporting large-scale business activities

18) Priority shall be given to senior executives of Lin-gang's firms, which have domestic and international influence and conform to the commercial development of Lin-gang, to set up operations Lin-gang Special Area, apply for work and residence permit and children's enrollment.

19) For other major commercial and trade projects, institutions and activities in Lin-gang Special Area, a certain proportion of capital subsidy shall be given to relevant market entities according to the investment scale after being recognized and approved.

4. Supplementary Provisions

The measures shall take effect from Jan 1, 2020 and remain valid until Dec 31, 2022.
