4. Management of record personnel
Registered professionals can provide appropriate professional services in Lin-gang Special Area.
Overseas registered professionals should complete knowledge update training according to the provisions for the administration of continuing education related to professional qualifications.
Those unqualified or violating laws and regulations will have their registration cancelled.
5. Responsibility of departments
According to the overseas professional qualifications decreed by competent industry authorities, Shanghai Municipal Human Resources and Social Security Bureau takes charge of summarizing and publishing the list of overseas qualified professionals allowed to provide services in Lin-gang Special Area.
Competent authorities in finance, architecture, planning, design and other fields are responsible for determining the record qualifications of overseas professionals in the relevant industry (including overseas professional qualifications and scope of practice), record materials and record procedures, as well as registering in accordance with relevant professional management rules. The competent authorities should also strengthen oversight and inspection of the practice of overseas professionals.
Lin-gang Special Area Administration is in charge of the acceptance of application of practice records of overseas professionals.
6. Period of validity
The trial administrative measures shall take effect from Jan 1, 2020 and remain valid until Dec 31, 2021.
