3. Record procedure
The record operation includes
(1) Application. Professionals meeting qualifications should submit applications to the China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area Administration or designated agencies of the competent industry authorities.
Application materials stipulated by competent industry authorities, such as valid identity cards, relevant materials on legal employment in Lin-gang Special Area, degree certificates, relevant materials of professional working years and foreign professional qualifications, should also be submitted to competent industry authorities, as well as Chinese translation texts of the materials.
(2) Acceptance. Lin-gang Special Area Administration establishes relevant windows to accept practice records of overseas professionals.
Those with complete materials can be accepted. For those with incomplete materials, staffs will inform the applicants of all the required materials. If the applicants fail to provide required materials in time, the practice record shall be deemed abandoned.
(3) Registration. Lin-gang Special Area Administration should submit to the competent industry authorities or their designated agencies in time after accepting the record materials.
In a prescribed time-limit after receiving the materials, the competent industry authorities or their designated agencies should register and put on record qualified personnel, and issue a record filing certificate or announce the record information. For those unqualified, the competent industry authorities or their designated agencies will return their materials and explain the reasons for the failure. If the materials are not dealt with in time, they shall be deemed to have been filed and registered.
