Chapter VII Talent service

Article 29 (Optimization of talent policy)

Lin-gang Special Area will strengthen its support for talent introduction and training to ensure that talents at home and abroad can be brought together to make the best use of their talents in the special area.

Article 30 (Permanent residence and residence permits)

The policy of direct settling of talents in Lin-gang Special Area will be optimized, and the period for transferring residence permits in Lin-gang Special Area to permanent residences will be shortened for qualified talents. For those who hold residence permits in Shanghai and work and live in Lin-gang Special Area, special bonus points will be given for residence permits.

Article 31 (Introduction of professional talents)

Within the scope of national vocational qualification and skill level determination and the focus on the planning of key industries in the special area, Lin-gang Special Area will formulate a catalog for the introduction of skilled talents.

Core talents for skills positions in short supply outside the catalog will be included in the scope of introduction after independent evaluation and recommendation by representative enterprises in Lin-gang Special Area.

Article 32 (Qualification)

Qualified professionals in finance, construction, planning, design and other fields with overseas vocational qualifications are allowed to provide services in Lin-gang Special Area after record-filing, and their overseas experience can be regarded as domestic work experience.

Apart from examinations involving national sovereignty and security, foreigners are allowed to apply for the relevant vocational qualification examination in Lin-gang Special Area.

Article 33 (Convenience of entry, exit and residence)

Lin-gang Special Area will provide more convenient visas and residence policies to foreigners who engage in business, exchanges, visits and other economic and trade activities in the special area.

Lin-gang Special Area will relax restrictions on the employment of high-end talents in the modern service industry and implement more open and convenient policies and measures in terms of entry and exit of personnel and permanent residence of foreign talents.

Article 34 (Convenience for foreign personnel)

Lin-gang Special Area will relax restrictions on age, education background and work experience and grant permission to work in China for two years according to the relevant provisions for foreign talents in high-tech fields and foreign skilled talents who plan to work in Lin-gang Special Area for a long time, as well as foreign talents employed by companies that conform to the industrial development direction of the special area.

Overseas students who have taken foreign nationality and work in Lin-gang Special Area can directly apply for a long-term residence permit for overseas talents and are exempt from applying for a work permit for foreigners. Outstanding foreign graduates with bachelor’s degrees or above from overseas high-level universities can work directly in Lin-gang Special Area.

Overseas students who have taken foreign nationality and outstanding foreign graduates who have obtained a bachelor’s degree or above from overseas high-level universities will be directly granted a work permit for foreigners if they set up enterprises in the Overseas Students Pioneer Park in Lin-gang Special Area, and their entrepreneurial experience can be regarded as work experience.
