Chapter VI Facilitated international transport

Article 24 (Registration of international ship)

Lin-gang Special Area will implement a more convenient registration and management system for ships at Yangshan Port of China, and gradually liberalize legal inspections.

Under the premise of ensuring effective supervision and risk control, Lin-gang Special Area will treat domestic manufacturing ships registered at Yangshan Port of China for international transport as exports and grant export tax rebates in accordance with national regulations.

Article 25 (International shipping service)

Lin-gang Special Area will support domestic and foreign enterprises and related institutions to carry out services such as shipping financing, shipping insurance, shipping settlement, shipping materials leasing, shipping transaction and shipping arbitration, establish an international shipping replenishment service system, and promote the development of a shipping index derivatives business.

Article 26 (Tax rebate of port of departure)

Lin-gang Special Area will further improve relevant policies on tax rebates at port of departure, and implement more convenient and efficient supervision and services for container cargo of qualified export enterprises leaving from Yangshan Port.

Article 27 (Multimodal transport)

With the carriers of Yangshan Deep Water Port, Shanghai Pudong International Airport and Luchao Port Railway Container Center, Lin-gang Special Area will promote information sharing of maritime, air and rail transport to improve the efficiency of multimodal transport.

Article 28 (International aviation business)

Lin-gang Special Area will support Shanghai Pudong International Airport to conduct air transit business, and implement a more convenient customs supervision system.

Lin-gang Special Area will support Shanghai Pudong International Airport to build the air cargo terminal integrated with logistics, sorting and supervision functions, and implement more convenient air freight supervision procedures and air freighter crew entry/exit frontier inspection management procedures.

Lin-gang Special Area will promote the full implementation of a combined transport mode for international transit passengers and their luggage to further reduce transit time.
