Chapter IV Freedom of trade

Article 14 (Yangshan Special Comprehensive Free Trade Zone)

Lin-gang Special Area will set up a physical fence area and establish Yangshan Special Comprehensive Free Trade Zone in accordance with laws to improve the requirements of trade regulation, licensing and procedures, and to implement higher-level policies and institutions featuring the liberalization and facilitation of trade.

The security-dominant supervision mode featuring higher-level trade liberalization and facilitation will be implemented for goods imported to and exported from the physical fence area.

Article 15 (New type of international trade)

Lin-gang Special Area will improve the systematic institutional support system for the new type of international trade and international market investment and financing services, and attract organizations to set up headquarters there.

Lin-gang Special Area will construct an international medical service cluster zone and support cooperation with overseas institutions in the development of cross-border medical insurance products, and carry out a pilot international medical insurance settlement.

Lin-gang Special Area will allow qualified foreign-owned enterprises to conduct global-oriented cultural art exhibitions, auctions and transactions.

Article 16 (Promotion of cross-border electronic commerce development)

Lin-gang Special Area will develop cross-border digital trade, innovate cross-border e-commerce service models, and encourage cross-border e-commerce enterprises to set up international distribution platforms in Lin-gang Special Area.

Article 17 (Promotion of trade in services)

Lin-gang Special Area will accelerate the development of capital-technology-intensive trade in services such as culture, technological products, information communication and healthcare, and promote freedom of trade in services.
