IV. Construction of innovative environment for industries

13. Supporting the construction of functional platforms. High-quality, high-level, high-capacity construction, operation and development of municipal and above level major functional platforms and innovation platforms recognized by Lin-gang Special Area administration are supported. Proportional support shall be given to certified State-level and Shanghai municipal functional platforms. Innovation platforms and key platforms recognized by Lin-gang Special area Administration will be supported on a case by case basis.

14. Supporting the construction of innovation carriers. The construction of innovation centers, engineering technology centers, R&D centers, key laboratories, enterprise technology research institutes and other R&D institutions in Lin-gang Special Area is supported. Key scientific research institutes, R&D institutions, standard-setting enterprises, inspection and testing agencies, measurement and testing platforms in related fields shall be guided to gather in Lin-gang Special Area. The financial support for such an innovation carrier that has passed Lin-gang Special Area Administration's comprehensive assessment shall be offered a reward of 50 percent of the project's total investment with a maximum of 10 million yuan.

15. Supporting the construction of industry associations and industry alliances. Lin-gang Special Area supports the establishment of industry associations in line with Lin-gang Special Area's industrial orientation by providing an annual operating fund of 1 million yuan maximum for three years in succession. Industrial associations and industry alliances are supported to organize major academic events and exchanges with important international or domestic influence. The financial support for each event shall be 50 percent of the approved total investment with a maximum of 3 million yuan.

16. Supporting the gathering of innovation resources, and innovation and entrepreneurial activities, including:

1) Supporting start-ups spaces and incubators at municipal level or above in line with Lin-gang Special Area's industrial orientation to settle down. The financial support for each project shall be 50 percent of the actual total investment. The amount of annual financial support for each project is 5 million yuan maximum and the total amount of financial support for each project is 20 million yuan maximum. The supporting funds shall be mainly used for project construction, site leasing and so on.

2) Supporting innovation and venture competitions. The financial support for an innovation or entrepreneurial activity held in Lin-gang Special Area after being approved and put on record shall be 50 percent of its approved total investment with a maximum of 3 million yuan. The total financial support for each enterprise is 5 million yuan maximum each year.

3) Teams ranked in the top 10 in provincial or above level innovation or venture competitions in fields such as integrated circuits, information technology, AI, biomedicine, intelligent manufacturing, aviation and aerospace, new energy, new materials, industrial design and producer services are supported to register companies and carry out R&D, business operations and project industrialization in Lin-gang Special Area. A reward equal to the prize of the competition (1 million yuan maximum) will be offered after the company has been registered and operated for one year after assessment. A one-off subsidy equal to 40 percent of the project's startup investment will be offered in its first two years (500,000 yuan maximum). The subsidy shall be used for the company's team building, management and operation, and office conditions.
