Several policies for promoting industrial development in Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone

I. Breakthroughs in key core technologies and products

1. Supporting R&D projects of key core technology. Lin-gang Special Area will support the research and development (R&D) of technical products and core technologies in Lin-gang Special Area's key industries with financial support for a project no more than 50 percent of the project's total investment. In principle, the amount of financial support for a general project should be less than 10 million yuan ($1.41 million). The amount of financial support for a key project should be less than 30 million yuan. The amount of financial support for a major key-problem-tackling project should be less than 50 million yuan. Financial support can be increased for key projects in Lin-gang Special Area's four key industries that can fill in a domestic blank, strengthen domestic capacity, drive the development of a number of upstream and downstream domestic enterprises in the industrial chain, and show the international competitiveness of Chinese enterprises.

2. Supporting breakthroughs in developing the first unit/set/batch of major technical equipment or core components. Lin-gang Special Area will support breakthroughs in developing the first unit/set/batch of major technical equipment or core components in key fields. The amount of financial support for a project that develops the world's first piece of a new kind of equipment shall be 20 to 30 percent of the contract amount with a maximum of 30 million yuan. The amount of financial support for a project that develops the first piece of a new kind of equipment in China shall be 10 to 20 percent of the contract amount with a maximum of 20 million yuan.

3. Supporting the procurement of products/services developed/manufactured by enterprises in Lin-gang Special Area. Enterprises in Lin-gang Special Area are encouraged to buy products/production services developed/manufactured by enterprises not related by equity in Lin-gang Special Area. The amount of subsidy shall be 10 percent of the actual purchase invoice amount with a maximum of 10 million yuan for each enterprise each year. Concerning the above supportive policies for regional procurement, if there are specific provisions in Lin-gang Special Area's special supportive policies for the four key industries, the relevant special policies and specific application guidelines shall prevail.
