III. Self-dependent innovation capacity building

9. Supporting the certification of domestic high and new technology enterprises. According to standards, Lin-gang Special Area will carry out national and municipal high and new technology enterprise certification for enterprises in Lin-gang Special Area, and implement preferential income tax, deduction of taxable R&D expenses and other policies for high and new technology enterprises. A one-off certification support reward of 250,000 yuan shall be given to newly certified national high and new technology enterprises in the past year.

10. Supporting the incubation of "small giants" in science and technology. Enterprises are supported to apply for "small giant" science and technology projects. Support shall be given in the form of project approval in advance and subsidy afterwards. After the project is approved, the enterprise shall first invest capital to carry out work directly related to the improvement of innovation ability. After the project has produced results and passed the acceptance appraisal, according to the result of project appraisal, a subsidy of no more than 50 percent of the project's total investment within the implementation cycle shall be given to the enterprise. The maximum amount of subsidy for a small giant science and technology enterprise is 3 million yuan and the maximum amount of subsidy for a potential small giant science and technology enterprise is 2 million yuan.

11. Supporting enterprises to lead or participate in the development of standards. Lin-gang Special Area will award 1 million yuan to enterprises that have led the development of published international standards, award 300,000 yuan to enterprises that have participated in the development of published international standards, award 500,000 yuan to enterprises that have led the development of published Chinese national standard, award 150,000 yuan to enterprises that have participated in the development of published Chinese national standards, and award 300,000 yuan to enterprises that have led the development of published industry/association standards.

12. Supporting enterprises' intellectual property work. A window dedicated to Lin-gang Special Area shall be set up at China (Pudong) Intellectual Property Protection Center, to speed up the examination process for patents in fields such as integrated circuits, brain science, AI and biomedicine. Lin-gang Special Area will support the construction of intellectual property management systems. Enterprises certified as Pilot Enterprise for Patent Work in Shanghai, Demonstration Enterprise for Patent Work in Shanghai, and Enterprises with Superiority in Intellectual Property in Shanghai in the previous year will respectively be offered a maximum reward of 200,000 yuan, 300,000 yuan, and 500,000 yuan (50 percent of the municipal-level reward). Enterprises certified as National Demonstration Enterprises for Intellectual Property Work and National Enterprises with Superiority in Intellectual Property in the previous year will respectively be offered a maximum reward of 500,000 yuan and 800,000 yuan (if an enterprise satisfies both conditions, it will only receive the higher of the two rewards). Enterprises that earned the Intellectual Property Management System Certification in the previous year will receive a one-off reward of 100,000 yuan.
