Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone
IX. Enhancing urban service functions
Shanghai will integrate industry and urban development in Lin-gang Special Area, continue to enrich its service functions, create a high quality of life for its residents, and build Lin-gang Special Area into a modern international city suitable for working and living.
(46) Enhancing educational resources. Lin-gang Special Area will promote the development of high-level universities and colleges, support qualified universities and colleges to construct first-class disciplines, and support the construction of local high-level universities and high-level vocational colleges. Lin-gang Special Area will promote the full coverage of schools in compulsory education and cross-school exchanges of excellent teachers, support the high-quality education groups of Shanghai to set up branch schools and cooperate in running schools in the area, and support the introduction of high-level international schools.
(47) Optimizing the allocation of medical resources. Lin-gang Special Area will support overseas medical institutions to set up hospitals and municipal medical institutions to develop special specialties in the area, improve family doctor services, and realize dynamic health management based on residents' electronic health records.
(48) Accelerating the construction of cultural, leisure and commercial facilities. The construction of youth centers and other key urban functional projects in arts, sports and culture shall be accelerated. Lin-gang Special Area will construct a sailing base to build a high-quality water sports center and construct a sports and leisure tourism cluster. The access system of "one license for multiple sites" and “one certificate for multiple sites" shall be implemented for chain businesses.
(49) Creating a green ecological environment. Lin-gang Special Area will strengthen the protection of ecological areas such as rivers, lakes, woodlands and wildlife habitats, advance the development of green roads along the coastline and riverfront, country parks and urban parks, and promote the integration of ecological spaces and public recreation spaces.
(50) Strengthening regional fine management. With full coverage, legalization, intellectualization and standardization as the focus, Lin-gang Special Area shall apply information technology to improve the intellectualization level of social governance, establish a high-standard comprehensive management system, strengthen comprehensive environmental management, as well as primary-level construction, to improve the overall capacity of regional governance and to provide people in the area with fine management services.
The Opinions are applicable to the jurisdiction of Lin-gang Special Area Administration. Matters clearly stated in the Overall Plan for Lin-gang Special Area of China (Shanghai) Free Trade Pilot Zone shall be carried out in accordance with the relevant provisions.
The Opinions shall take effect from Sept 1, 2019 and remain valid until Aug 31, 2023.
