VIII. Constructing a convenient transport network

Lin-gang Special Area will strengthen infrastructure construction, improve regional connectivity and focus on building an integrated transport system that is efficient, green, conveniently accessible and manageable to make the area an important node in the Yangtze River Delta region.

(41) Formulating comprehensive transport planning of Lin-gang Special Area. The comprehensive regional transport network shall be improved to optimize internal and external traffic connections and to enhance comprehensive transport efficiency.

Emphasis shall be placed on strengthening the comprehensive transport network between Lin-gang Special Area and Shanghai Pudong International Airport, Shanghai downtown area and key cities in the Yangtze River Delta region.

(42) Promoting construction of railway and subway networks. Lin-gang Special Area will accelerate the construction of the Pudong comprehensive transport hub and the railway between the hub and cities north of the Yangtze River and in northern Zhejiang province to realize rapid railway transport with the Yangtze River Delta. The subway network in the area shall be improved to increase capacity.

(43) Constructing expressways between Lin-gang Special Area and surrounding areas to upgrade the rapid traffic capacity of expressways between Pudong International Airport, the central city and surrounding areas, relieving traffic pressure on highway transport of goods in Yangshan Port, and promoting passenger and cargo diversion transformation of the highway section from Yangshan Port to G1503. Express tolls for passenger vehicles shall continue to be reduced or exempted.

(44) Enhancing the transport capacity of Lin-gang Special Area. The area will be supported to construct regional routes of medium transport capacity, accelerate the planning of route networks and start their construction. Short-distance public transport shall be strengthened between major subway stations and major residential areas, key functional areas, major sports venues and tourist venues in the area.

(45) Improving the multimodal collecting and dispatching system in Lin-gang Special Area. Relying on Yangshan Deep-water Port, Shanghai Pudong International Airport, Luchao Port Railway Container Center Station, Nangang Wharf and so on, sea-rail intermodal transport, river-sea intermodal transport and water transfers shall be further improved.
