VII. Improving housing guarantees for talents

Lin-gang Special Area will establish a regional housing system that places equal importance on sales and leasing with multi-suppliers and multi-channel guarantees to adhere to balance and in view of multi-level housing demands.

(35) Fine-tuning restriction policy for new housing purchases in Lin-gang Special Area. According to the regional development and industry orientation, for talents without Shanghai hukou who meet certain conditions, the house purchase qualification will be adjusted from households to individuals so that each talent can purchase one commercial residential house in the area, reducing the number of years of consecutive payment of individual income tax or social insurance premium for talents without hukou from five to three before house purchase.

(36) Adjusting the system of selection and purchase for commercial residential houses. Talents who meet the housing purchase conditions and work and live stably in Lin-gang Special Area shall enjoy priority in selection and purchase of commercial residential houses in Lin-gang Special Area.

(37) Implementing price-limited commercial residential housing policy. The supply of price-limited commercial residential houses shall be controlled, and the supply of talents apartments shall be increased. Some price-limited commodity houses shall be transferred into talents apartments. Lin-gang Special Area will provide preferential policies for enterprises and talents who contribute to the area.

(38) Constructing public rental housing under the principle of "first rent then sale". Houses shall be used as public rental housing within 10 years of completion, 50 percent of which may be purchased by enterprises as a whole to rent to employees. Public rental housing may be sold on the market as commercial residential houses for 10 years after completion.

(39) Expanding supporting construction channels for rental housing. For commercial and office land with living service facilities such as rental housing, the proportion of area used for such living facilities shall be increased from 10 percent to 15 percent.

(40) Providing policy support on land planning. Policy support shall be provided on land planning for newly built talents apartments and rental houses in terms of method and price of land supply. Lin-gang Special Area will support the planning and construction of rental housing, expand the pilot of rental housing construction on collective land, support non-real estate enterprises to acquire land, in accordance with the law, for construction of rental housing, and explore a pilot for installment collection of transfer fees for rental housing.
