VI. Promoting development of high-end industrial clusters

With innovation taking a leading role, Shanghai will build world-class cutting-edge industrial clusters and enhance scientific and technological innovation and industrial integration capacities to accelerate the formation of new momentum to drive development and new advantages in global competition.

(29) Promoting the agglomeration of major projects and platforms to Lin-gang Special Area. Major projects in fields such as integrated circuits, AI, biomedicine, aerospace, new energy and intelligent network automobiles, intelligent manufacturing and high-end equipment shall be given priority in the layout of Lin-gang Special Area. Key functional support platforms such as engineering research centers and key laboratories will be established in the area. Key scientific research institutes, R&D institutions, standard-setting enterprises, inspection and testing institutions, and measurement and testing platforms in relevant fields shall be encouraged to gather in the area. Enterprises will be supported to unite research institutes and industries to develop a collaborative industrial innovation community and build industrial innovation centers.

(30) Accelerating the layout of new-generation information infrastructure. Lin-gang Special Area will formulate communications network planning, pilot the construction of a dual-gigabit network, encourage basic telecom operators to build and share 5G infrastructure, and support basic telecom operators, the internet and leading enterprises in various industries to jointly develop the construction of dual-gigabit network application demonstration area. Lin-gang Special Area will promote the scale deployment of IPv6, plan the overall layout of internet data centers and edge data centers in the area, and accelerate the construction of information infrastructure such as cloud computing, internet of things IoT), and new internet exchange centers.

(31) Constructing an industrial internet. Lin-gang Special Area will construct "Industrial Internet + Artificial Intelligence" innovative and application demonstration areas, make full use of top-level national nodes of industrial internet identifier resolution, guide major industries and major companies to construct secondary nodes and enterprise nodes to promote the application of identifier resolution in key fields.

(32) Promoting intelligent applications. Lin-gang Special Area will promote the opening of application scenarios around digital manufacturing, intelligent transport and intelligent governance, and explore the comprehensive liberalization of intelligent connected vehicle road tests, and plan the construction of vehicle-road coordination facilities.

(33) The right to issue high-tech enterprises certificate will be granted to Lin-gang Special Area Administration. In accordance with standards, the Administration shall recognize national and municipal high-tech enterprises, and implement polices such as preferential enterprise income tax and deduction of R&D expenses from the taxable amounts for high-tech enterprises.

(34) Reduce the time limit for patent review. The establishment of exclusive service counters at China (Pudong) Intellectual Property Protection Center to accelerate patent review in the fields of biomedicine, integrated circuits, brain science and AI.
