Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone

(9) Adopting a more flexible employment mechanism. Lin-gang Special Area will adopt an appointment system for urgently needed and professional civil servant positions, whose annual salaries will be determined by agreement, and will explore more incentives. Priority in selection for exchanges, training and commendation shall be given to civil servants in Lin-gang Special Area. Those who have made significant achievements and outstanding contributions to the construction and development of the area shall be commended and rewarded.

(10) Relaxing restrictions on the employment of service industries. Talents in fields such as finance, construction, planning and design who have overseas professional qualifications are allowed to provide services in Lin-gang Special Area, and their overseas experience may be regarded as domestic experience. Foreign talents working in Lin-gang Special Area are allowed to participate in professional qualification examinations such as real estate appraisers and registered urban and rural planners.

(11) Making efforts to gather overseas young talents. Outstanding foreign graduates with bachelor's degrees or above from high-level universities abroad may work directly in Lin-gang Special Area. Foreign students studying at universities in Shanghai can start their own businesses or work part-time in the area. A pioneer park will be set up for overseas students in the area, and work permits shall be directly granted to foreign students who set up enterprises in the pioneer park. Preferential support through special funds shall be granted for urgently needed overseas study programs recommended by Lin-gang Special Area Administration. Enterprises in the area shall be encouraged to recruit foreign interns in accordance with relevant regulations.

(12) Further improving working and living convenience for returned overseas students who have acquired a foreign nationality. Returned overseas talents working in Lin-gang Special Area may directly apply for a long-term (maximum validity of 10 years) residence permit B, exempt from work permit.

(13) Intensifying efforts to attract high-tech and skilled talents. Restrictions on age, educational background and working experience shall be relaxed for foreign talents in high-tech fields and foreign skilled talents who intend to work in Lin-gang Special Area for a long time as well as for foreign talents recruited by employers in line with the industrial development orientation of the area. On approval, they shall be granted a work permit of more than two years at a time.

(14) Lin-gang Special Area Administration will be granted the right to give bonus points for foreign talents and the right to suggest enterprises to be included on the list of Shanghai Scientific and Technological Innovation Careers. Foreign talents recognized by Lin-gang Special Area Administration shall enjoy bonus points for work permits and visas. Lin-gang Special Area Administration shall directly recommend key enterprises and institutions for the list of Shanghai Scientific and Technological Innovation Careers. Foreigners in administrative or technical positions recruited by those enterprises on the list may enjoy relevant conveniences.

(15) Establishing green channels for overseas talents to work and set up enterprises. In Lin-gang Special Area, the application process for work permits for foreigners will be simplified. Special systems shall be implemented for enterprises with good credit recognized by Lin-gang Special Area Administration. For enterprises registered by foreign high-level talents with major innovation technologies in Lin-gang Special Area by means of technology investment, the procedures and application materials shall be further simplified.
