Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone

III. Creating a more attractive development environment for talents

Lin-gang Special Area shall implement more active, open and targeted talent policies as a strong guarantee to gather talents at home and abroad, allow various talents to exhibit and make the best use of their wisdom, and create a talent highland with innovative vitality for talents at home and abroad.

(4) Optimizing the policy of permanent residence (hukou) for talents in Lin-gang Special Area. Lin-gang Special Area Administration shall be delegated the power of talent introduction to key institutions, direct applications for special talents, as well as hukou approval for domestic talents and returned overseas students. For non-Shanghai university graduates of the year that are recruited by public welfare institutions, such as education and health, in the area, three extra points will be added to their score for hukou.

(5) Shortening the "residence-to-hukou" period in Lin-gang Special Area. For talents who meet a certain number of working years and promise to continue working in Lin-gang Special Area for more than two years, the "residence-to-hukou" period will be shortened from seven years to five years. Among them, for core talents employed by enterprises of key industries in the area, the "residence-to-hukou" period will be shortened from seven years to three years.

(6) A special bonus policy shall be implemented for residence permits. Holders of Shanghai residence permits who work and live in Lin-gang Special Area will enjoy a special bonus of two points for every year. The points will be added to the total score after the first three years, and the maximum bonus will be 20 points.

(7) Broadening the introduction channels for skilled talents. Within the scope of national vocational qualification and skill level recognition, Lin-gang Special Area will focus on key industries to formulate the introduction catalogue of skilled talents. For professionals in skilled posts in short supply outside the catalogue, Lin-gang Special Area will explore ways of introduction by independent assessment and recommendation of representative enterprises in the area. Talents who have won the Grand Skill Award of China, the title of National Technical Expert, World Skills Competition Award and those who enjoy a special allowance from the State Council, as well as those who have received the highest commendation and subsidies for highly skilled talents at provincial and ministerial levels, may be directly introduced to settle down without the restriction of the catalogue.

(8) Increasing support of talent cultivation and training. Lin-gang Special Area will support high-level talents to apply for related talent projects. Focusing on "professional, advanced and needed" talents, Lin-gang Special Area will be supported to introduce international professional training projects and implement advanced research and urgently needed talent training projects. Lin-gang Special Area will be supported in the construction of demonstration areas for integration of industry and education, and enterprises that meet the requirements shall be given priority in selecting demonstration enterprises for integration of industry and education in the city. Lin-gang Special Area will advance the co-construction of training bases for integration of industry and education as well as platforms for the transformation of scientific research achievements between universities and enterprises. The highly skilled talent training bases in key fields of the Special Area shall be provided with preferential amounts of funding. Lin-gang Special Area shall pilot identifying skill levels and evaluating new skills training, and establish a coherent mechanism for the development of highly skilled talents and engineering technology talents.
