Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone

The launch of Lin-gang Special Area of the China (Shanghai) Free Trade Pilot Zone (hereinafter referred to as Lin-gang Special Area) is one of three strategic missions assigned to Shanghai by the Central Committee of the Communist Party of China. Lin-gang Special Area is an important carrier for Shanghai to further boost reform and opening-up as well as innovation-driven growth. Creating strategic space for Shanghai in its future development, Lin-gang Special Area has special missions to develop Shanghai into a socialist metropolis and advance all-round and high-level opening-up. In order to implement The Outline Plan for Integrated Development of the Yangtze River Delta and The Overall Plan of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone, the Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Free Trade Pilot Zone (hereinafter referred to as Opinions) is issued.

II. Giving Lin-gang Special Area greater right to reform

Lin-gang Special Area will be supported to set the highest standards and boldly try, experiment and reform to create a more attractive business environment.

(1) Supporting Lin-gang Special Area to make pilot implementation. Major reform measures will be piloted in the area. The policies issued by Shanghai municipal government that provide stronger support for enterprises and talents than the relevant provisions of the Opinions shall be applicable to Lin-gang Special Area.

(2) Delegating more power to the Administration of Lin-gang Special Area. Lin-gang Special Area Administration shall be empowered as a municipal and district-level economic management authority. In the fields of economic regulation and administrative approval, Lin-gang Special Area Administration shall be authorized or entrusted to execute in accordance with the law, except for matters requiring coordination and management by municipal departments.

(3) Deepening reform of the business environment. Lin-gang Special Area will deepen implementation so that services can be accessed via one website and the construction of a comprehensive service window to optimize the process and improve efficiency. Lin-gang Special Area will strengthen the reform and innovation of interim and ex-post supervision, establish a supervision system of interim classified assessment and ex-post rewards and punishments supported by credit regulating, and promote joint and dynamic supervision.
