Several Measures for Supporting Talent Development in Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone

21. Providing a "green channel" for the foreigner's work permits to leading scientific research and innovation talents and their team members. The main foreign members of scientific research and innovation leading teams of national and municipal major project teams in Lin-gang Special Area who meet the basic criteria can be identified as foreign high-level talents and enjoy preferential treatment in Shanghai. For other foreign core members of project teams, if necessary, restrictions on age, educational background or work experience may be relaxed appropriately after confirmation and recommendation.

22. Recommending "List of Scientific and Technological Innovation Professions in Shanghai". Lin-gang Special Area Administration can recommend its key scientific and technological innovative institutes and companies to the List of Scientific and Technological Innovation Professions in Shanghai, according to its industrial orientation. Foreign talents in senior management or technical positions hired by enterprises on the list can be treated as foreign high-level talents and enjoy relevant convenience when applying for foreigner's work permits.

23. Giving extra points for foreigner's work permits and visas. For foreign talents employed by enterprises in Lin-gang Special Area, the area can give at most 10 extra points as a local incentive for foreigner's work permits and visas.

24. Establishing a "green channel" for employment and entrepreneurial activities for overseas talents. Differentiated approval processes will be explored and implemented in work permit application procedures. Foreign talents employed by employers with high credit can enjoy the convenience of a "green channel", including the commitment system for the No Criminal Record Certificate, Work Experience Certificate and relevant qualification certificates, an exemption from degree certificate verification and a simplified material verification process. Employers shall investigate the foreigners they hire and be responsible for their conduct.

III. Strengthening housing guarantees for talents

30. Guaranteeing the right to apply for talent apartments. Eligible talents who are hired by employers registered in Lin-gang Special Area and do not own a house there can apply to rent talent apartments. Eligible high-level talents can apply for international talent apartments. The accuracy of supply may be improved by focusing on incentives for talents and favoring companies and talents that have made contributions to Lin-gang Special Area.

VI. Gathering human resources service agencies

41. Introducing well-known human resources service organizations. Special rewards will be offered for human resources service companies (headquarters) in Fortune 500, Top 500 Chinese Enterprises and Top 500 Chinese Service Providers.

VII. Optimizing the talent service environment

46. Constructing a Foreign Talent Serve Harbor. Services will be provided to help foreign talents blend into local society. Pre-service training, legal consulting, cultural exchanges and other activities are carried out.

47. Providing financial convenience for foreign high-end talents. A "green channel" for applying for credit cards, including simplified procedures and financial services, is provided for foreign high-end talents hired by employers registered in Lin-gang Special Area.

48. Optimizing living environment for talents. International and domestic high-quality service resources will be introduced to build a high-standard international community. High-quality education groups will be introduced to open branch schools or run schools collaboratively in Lin-gang Special Area. Eligible talents can enjoy convenience and green channels in healthcare, children's school/ kindergarten admissions and so on.
