Several Measures for the Concentrated Development of the Artificial Intelligence Industry in Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone

8. Supporting deep integration between industry and education. Colleges and universities in Lin-gang Special Area are supported to use their existing programs in computer science, computational mathematics, software development, information control engineering and so on to upgrade and build AI programs and disciplines. After a comprehensive assessment of their industry support and performance, colleges and universities that succeed in building AI programs and disciplines shall be offered a one-off reward of 2 million yuan maximum for each program and discipline.

9. Supporting top-class events. Developers, parks and industry associations, alliances and key enterprises in the AI field in Lin-gang Special Area are supported to organize national, Shanghai municipal or Lin-gang Special Area academic conferences, influential exchanges, innovation and venture contests and other major events in the AI field. Organizers of such events, which are approved and put on record in advance, shall be offered a subsidy equal to 50 percent of the event cost with a maximum of 2 million yuan. Major events of international or national importance, with AI as the main content, shall be discussed case by case.

10. Other supportive measures are also available. AI enterprises (institutions) in Lin-gang Special Area will be included and classified on a database, to carry out precise policy implementation, priority support and combined support according to the actual situation of each enterprise and project. A professional service team will be set up to assist enterprises (institutions) in the database in applying for State-level, Shanghai municipal or Lin-gang Special Area supportive policies for various resources (including improving land use efficiency, etc.), finance and taxation (including income tax, investment and financing, listing incentives, etc.), investment promotion and enterprise introduction (including enterprise settlement, headquarters economy, etc.), human resources (including talent introduction, training, housing rental subsidy, medical insurance, children's schooling, other incentives and subsidies), industrial progress (including breakthroughs in key core technologies and products, industrial capacity improvement, etc.), production-education integration (including industry-university research cooperation, skilled personnel training, etc.), scientific and technological innovation (including functional platforms, R&D subsidies and incentives, etc.), cross-border data flow, and subsidies for R&D premises.
