Notice on Supporting Convenient and Open Introduction of Foreign Talents to Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone

China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area Administration,

In order to implement the Overall Plan for the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone issued by the State Council and the Opinions of Shanghai Municipal Committee of the Communist Party of China and Shanghai Municipal People's Government on the Implementation of Preferential Policies to Boost High-quality Development of the Lin-gang Special Area of the China (Shanghai) Free Trade Pilot Zone, speed up the construction of the city with global influence in scientific and technological innovation, deepen the innovation of foreign talent management and service systems, support Lin-gang Special Area to upgrade its development level, improve its urban functions and provide more convenient and open foreign talent introduction policies for employers in the region, we hereby inform you of the following matters concerning our support for the introduction of foreign talents in your region:

I. Increasing efforts to support the introduction of foreign scientific and technological talents

1. Supporting the introduction of foreign scientific and technological talents

Restrictions on age, education and work experience may be relaxed for foreign talents hired by scientific research institutions, innovation platforms, high-tech enterprises, research and development  centers or State-owned enterprises in Lin-gang Special Area. A two-year or longer foreigner's work permit will be granted to qualified talents.

2. Supporting the introduction of foreign talents in key fields according to the industrial orientation of Lin-gang Special Area

Restrictions on age, education and work experience may be relaxed for foreign talents in short supply for the development of Shanghai and in key fields according to the industrial orientation of Lin-gang Special Area. A two-year or longer foreigner's work permit will be granted to qualified talents.

II. Supporting the introduction of foreign research and innovation teams in major projects

3. Providing a green channel for the foreigner's work permit to leading scientific research and innovation talents and their team members

The main foreign members of the scientific research and innovation-leading teams of major national and municipal project teams in the special area who meet the basic criteria can be identified as foreign high-level talents and enjoy preferential treatment in Shanghai. For other foreign core members of project teams, if necessary, restrictions on age, educational background or work experience may be relaxed appropriately after confirmation and recommendation.
