V. Supportive measures for financial talents

1. Qualified senior executives of newly established licensed financial institutions, their specialized subsidiaries and financial holding companies will be offered a settling-in reward.

2. Presidents, general managers, supervisors and other senior executives of newly established licensed financial institutions, their specialized subsidiaries and financial holding companies will be offered a housing subsidy when they purchase residences in Lin-gang Special Area for their own use. The housing subsidy and the settling-in reward shall not be enjoyed at the same time.

3. Senior executives and special high-end talents of financial institutions and functional financial institutions will be offered a talent reward.

4. Foreign high-end financial talents working in Lin-gang Special Area will be offered a subsidy to balance the individual income tax deficiency.

5. Senior executives and special high-end talents of newly established financial institutions and functional financial institutions will be supported to settle down. Senior executives and financial talents working in Lin-gang Special Area will be supported to purchase price-limited commodity residences, and shall enjoy preferential policies concerning talent apartments, talent housing subsidies, children's education, medical insurance, etc.

6. Qualified financial talents can apply for relevant talent policies in Lin-gang Special Area, according to the principle of only enjoying the most preferential reward.

7. Incentives for important senior executives and talents shall be discussed on a case-by-case basis.

VI. Rewards for financial innovation

1. Lin-gang Special Area will establish a financial innovation and development fund to encourage financial institutions to carry out product, service and institutional innovation in cross-border and offshore finance as required in the Overall Plan for Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone.

2. Financial institutions in Lin-gang Special Area that have made remarkable achievements in financial innovation will be offered a financial innovation reward. Every year, Lin-gang Special Area will select the top 10 financial innovation enterprises and award each enterprise 2 million yuan.

3. Every year, Lin-gang Special Area will select the top 10 financial enterprises according to asset size, profitability and other indicators, and award each enterprise 500,000 yuan.

4. Financial talents that have made outstanding contributions to Lin-gang Special Area's financial innovation and development and have worked in Lin-gang Special Area for more than one year will be offered a financial innovation reward. Every year, Lin-gang Special Area will select the top 10 financial innovation talents and award each 500,000 yuan.

VII. Investment Promotion Incentives

Financial institutions and functional financial institutions that actively attract high-quality enterprises to settle in Lin-gang Special Area shall be granted certain investment promotion incentives in accordance with Lin-gang Special Area's supportive policies for cooperative institutions in investment promotion.

VIII. Beneficiary's Commitment

Every enterprise enjoying the above supportive measures shall promise in writing form that they will continue to operate in Lin-gang Special Area for more than 10 years without stopping their tax obligations in Lin-gang Special Area from the year they begin to enjoy the supportive measures. If a beneficiary enterprise decides to move out of Lin-gang Special Area, the enterprise must return the funding it has obtained.

IX. Supplementary provision

The Measures shall take effect from the date of promulgation and shall be valid for five years. China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area Administration reserves the right to the final explanation of the Measures.
