The International Data Harbor platform is the basis for building the China Academy of Information and Communications Technology (CAICT) as part of the National Top-Level Node of Identification and Resolution of Industrial Internet system in Lin-gang Sci-Tech City. It will explore connectivity between industrial data in the special area and the rest of the country. It will also gradually explore connectivity between trade data and financial data in Lin-gang Special Area and the rest of the country, providing resources for China to explore policy and system innovation for cross-border data circulation in the next phase of development.

The International Data Harbor will develop functional innovation and breakthroughs in data connectivity within the 119.5-square-kilometer the special area's pilot starting zone. Relying on the area's superior location, it will explore new paths and channels for developing the digital economy in Lin-gang, and assisting Shanghai and China in deeply participating in the development of the global digital economy.
