Lin-gang Special Area announces "1+4" policies for promoting industrial development
Measures for the concentrated development of IC, AI, biomedicine, aviation and aerospace
The policies are designed and formulated focusing on the core links in the industrial chain, the pain points of enterprises, as well as the domestic blanks and bottleneck technologies currently controlled by foreigners, aiming to facilitate industrial development, and scientific and technological innovation.
The 10 supportive measures for the concentrated development of IC cover IC design, manufacturing, packaging, testing, equipment, materials, electronic design automation (EDA) and other fields and relevant service providers and projects. IC enterprises with significant influence at home and abroad are supported to set up R&D centers and invest in industrialization projects in the area. Transnational corporations in the IC industry are supported to set up offshore R&D or manufacturing centers.
The 10 supportive measures for the concentrated development of AI focus on Lin-gang Special Area's functional orientation and industrial basis to promote the deep integration of AI with IC, biomedicine, aviation and aerospace, high-end equipment manufacturing and strategic emerging industries. In the supportive policies, six supporting directions for enriching application scenarios are proposed to attract the latest achievements in global AI to "try first" in Lin-gang Special Area to create a batch of innovative applications facing the world and the future.
The 10 supportive measures for the concentrated development of the biomedicine industry are based on the high-end "R&D + manufacturing + service" layout, focusing on biomedicine, precision medicine, high-end medical devices and other fields, striving to build a sound biomedicine technology industry chain in the area, to satisfy the industrialization needs of high-end biomedicine R&D projects, and support domestic industrialized biomedicine preparation projects that fill in domestic blanks.
The 10 supportive measures for the concentrated development of aviation and aerospace are developed for finishing the task of building civil aviation industry clusters assigned by the State. Restrictions on registered capital and investment methods are relaxed for manufacturers of large passenger aircraft and civil aviation engines. Domestic and international competitive aviation/aerospace institutions are supported to set up R&D centers and invest in industrialization projects in Lin-gang Special Area. R&D in cutting-edge technologies such as unmanned aerial vehicles (UAVs) and micro-satellites, and there will be support for breakthroughs in basic components, key basic materials, advanced basic processes and basic industrial technologies in related fields.
As a strategic space for China to expand its opening-up and an important carrier for China to integrate into economic globalization, Lin-gang Special Area has ample room for industry introduction. The "1+4" industrial policies released this time will bring a new round of policy benefits, stimulate innovation, enhance regional creativity and competitiveness, drive Lin-gang Special Area to achieve higher quality development, form more mature and finalized institutional results, and build an open industrial system with competitiveness in the international market.
