Many departments in Shanghai's urban construction system signed cooperation agreements involving Lin-gang with Pudong New Area Government on Sept 5, 2019.

Lin-gang Special Area has become the most popular investment highland in China. The projects signed at the ceremony will push construction of Lin-gang into full swing.

Shanghai Commission of Housing and Urban-Rural Development and Shanghai Transportation Commission will speed up the preparation of integrated transport planning and improve the layout of outbound artery networks for Lin-gang Special Area.

They will accelerate the preliminary work for the Pudong section of Riverside Road and the S3 Expressway, promote the planning and construction of major projects such as the fourth phase expansion project of Pudong International Airport, the second phase of Shanghai-Nantong Railway and the East Railway Station, accelerate the construction of the airport link, and accelerate the research and construction of rail transit projects such as metro Line 21 and Line 19.

According to Chi Yong, deputy director of Pudong New Area Construction and Transportation Commission, with the strong support of the relevant municipal departments, Pudong is striving to start construction of the S3 Expressway project by the end of 2019. When the project is completed, from the center of Pudong New Area people will be able to drive along Luoshan Road Overpass, passing Kangqiao, Zhoupu and Hangtou, to Lin-gang Heavy Equipment Industrial Zone, which will greatly relieve the current traffic pressure on the S2 Shanghai-Luchaogang Expressway.

"Currently, there is only metro line 16 connecting the downtown to Lin-gang. Relevant authorities are also studying whether it is possible to build an intercity rapid rail transit directly to Lin-gang Special Area along Shanghai-Nanhui highway, to make travel faster for people in Lin-gang Special Area." Chen said.

Housing is also a concern in the construction of Lin-gang Special Area. At the signing ceremony, relevant departments also said that they would support Pudong New Area to explore the implementation of limited-price commodity housing and sell-after-rent public rental housing policies in Lin-gang. In the future, a number of limited-price houses and public rental houses will be put on the market in Lin-gang Special Area.
