The National Development and Reform Commission recently unveiled a new batch of 20 national key cold-chain logistics bases for the year of 2024 and issued a notice to promote their construction. Among them is the Jinpu New Area National Key Cold-Chain Logistics Base in Dalian.

Strategically positioned, the Jinpu New Area National Key Cold-Chain Logistics Base will serve as a crucial hub connecting Northeast Asia and facilitating both domestic and international cold-chain logistics. It aims to develop a comprehensive agricultural product supply chain platform, supporting a major cold-chain distribution center for fresh products in Northeast China.

The base will feature eight core cold-chain logistics services: centralized storage for frozen and refrigerated goods, international imports, international transshipment, customs clearance, trunk transportation, regional distribution, urban delivery, and multimodal transport. Additionally, it will offer four specialized circulation services: processing, cold-chain trade, trading platforms, and banana ripening.

The base will be organized into two distinct areas: the southern section - known as the Dayao Bay Port Cold-Chain Logistics Base, and the northern section - the Xingshu Cold-Chain Logistics Base.

In the future, Jinpu New Area plans to leverage the geographical advantages, port, and openness of Dalian, along with its existing foundation in the cold-chain logistics industry. The goal is to establish Jinpu as a national-level cold-chain logistics industrial base, integrating various cold-chain logistics projects across Dalian and its surrounding regions.

This base will serve the cold-chain logistics market in Northeast China and Northeast Asia, creating a logistics system centered in Jinpu. The focus will be on aquatic products, livestock products, and fruits and vegetables.

Key logistics services will include cold-chain storage, processing, international transshipment, regional distribution, and urban delivery. The primary service area will be Northern China, especially the Northeast, with a broader reach extending to North China, Northwest China, and Northeast Asia.
