The Dalian Entry-Exit Border Inspection Station, located at Dayaowan Port in Jinpu New Area, introduced 11 new measures on November 10 to promote the high-quality development of Dalian port.
In terms of improving the law-based business environment of Dalian port, the Inspection Station is committed to addressing the confusions in the nature, basis and procedures for the opening of certain berths. The goal is to achieve the legalization and standardized operation of berths, ensuring that all berths in Dalian port are open as required.
To help port and shipping enterprises reduce costs and improve efficiency, the Inspection Station decided to stop using the "anti-illegal immigration seal" used by cross-border logistics enterprises for 22 years. This measure is expected to save over 15 million yuan ($2.1 million) annually for these enterprises.
To facilitate the customs clearance processes, the Inspection Station is implementing a digital declaration for frontier inspection procedures and promoting the practice of using the administrative licenses for frontier inspection for all relevant processes.
Ship entry-exit procedures can be done with just one application process, and foreign ships shifting the berth do not need to complete other procedures. The "Frontier Inspection Instant Communication" platform has been launched and customers can receive timely updates about the progress of frontier inspection procedures.
The station has introduced favorable policies for shipbuilding and repairing enterprises to conduct trial voyages. Ensuring "special and expedited processing" for specific types of ships, the station is simplifying administrative approval procedures. Additionally, government services related to immigration affairs are provided 24/7.
Since the beginning of 2023, the number of ships cleared at Dalian port has exceeded 10,000, marking a year-on-year growth of 16.14 percent. With the introduction of these 11 new measures, the Inspection Station aims to foster a more favorable business environment to promote economic growth and broader openness.
