In the first three quarters of 2023, Dalian Free Trade Zone's export of new energy lithium batteries for vehicles reached 2.58 billion yuan ($360.88 million), marking a 130 percent year-on-year growth. The FTZ introduced a new regulatory mechanism for the cyclic utilization of plastic turnover boxes for new energy battery enterprises.
Since the introduction of the new regulatory mechanism, approximately 140,000 plastic turnover boxes have been reused in the FTZ, of which about 10,000 have been reused for the third time.
Under the new regulatory mechanism, Dalian Taixing Energy Co Ltd alone can save over 47 million yuan in annual procurement costs for plastic turnover boxes.
The Dalian Free Trade Zone and the Customs department have conducted studies on the cyclic use of export packaging boxes for new energy batteries. They have introduced a new regulatory mechanism using the "self-inspection by enterprises + batch-by-batch inspection + random inspection" mode.
Based on the new regulatory mechanism, every time a plastic turnover box used to package lithium batteries returns to China and passes self-inspection by the enterprise, the Customs will re-inspect them according to the same requirements as new boxes and issue a performance certificate valid for six months. Within this validity period, the batch of boxes can be reused for packaging lithium batteries. After the expiration date, they can be recycled again after passing re-inspection.
