Ⅳ. Strengthening Support for Key Enterprises
15. Strengthening support for enterprises producing materials for the prevention and control of the epidemic. We will ensure that the credit needs of enterprises producing emergency materials for the prevention and control of the epidemic are met, green channels for loan approval are available, and rapid financing services are provided. We will take initiatives to support Wuxi enterprises manufacturing epidemic prevention materials in obtaining preferential interest rate special loans from the People's Bank of China, and a 50 percent discount on loans for no less than one year will be given to these enterprises by the government. The government will help those newly developed enterprises that have the capability of manufacturing emergency epidemic prevention and control materials in solving problems such as funds, equipment, and raw and auxiliary material procurement and transport, and help businesses seeking production qualification in entering green approval channels. Special funds for industrial development are awarded for technical reform projects that can effectively increase production capacity. Relevant enterprises are encouraged to strengthen the research and development of epidemic prevention drugs and make more technical breakthroughs, and special funds will be provided for such science and technology work. 16. Strengthening support for service enterprises. We will establish special funds for service enterprises in order to solve their difficulties, and provide appropriate subsidies to enterprises in industries such as whole sale and retail, accommodation and catering, logistics and transport, and culture and tourism that are affected by the epidemic, have difficulties operating and suffer serious losses. 17. Strengthening support for foreign trade enterprises. Enterprises in Wuxi that pay short-term goods trade insurance or pre-export additional insurance at their own expense during the period of PHEIC declared by WHO, will receive a subsidy of no more than 30 percent of the paid premium. A subsidy of no more than 50 percent of actual expenditures will be given to enterprises in Wuxi that suffer losses because they are unable to participate in overseas exhibitions due to the epidemic and had paid exhibition expenses before the epidemic response period. A subsidy of no more than 80 percent of booth fees will be given to enterprises in Wuxi that go abroad to participate in various exhibitions this year. Efforts will be made to organize online exhibitions to help companies expand their markets. Appropriate subsidies will be given to foreign trade enterprises affected by the epidemic that have difficulties operating and suffer serious losses.
