11. Implementing supporting policies to secure jobs and refund unemployment insurance premiums. For enterprises joining the social insurance scheme, 50 percent of the actual amounts of unemployment insurance premiums they made in the preceding year may be refunded, provided that they do not lay off employees or reduce staff numbers only on a small scale. For enterprises joining the social insurance scheme, the refund standard shall be determined based on local per capita unemployment insurance premiums and the number of employees joining the social insurance scheme in the preceding six months, provided that they face temporary production difficulties and are expected to recover and not to lay off employees or reduce staff numbers only on a small scale. The time limit for the implementation of the policies shall be determined by national regulations. (Wuxi Human Resources and Social Security Bureau)

12. Strengthening workforce supply for enterprises. We will offer differentiated services for every enterprise. Efforts should be made to guide local unemployed personnel and those who have difficulties in finding jobs to work nearby, and to implement policies such as one-time employment subsidies, work-for-training, and employment assistance rewards. We will provide online job-hunting methods and promote remote interviews. We will keep an eye on the reserve of migrant laborers and ensure that the employment demands of workers and the labor demands of enterprises can be met to the greatest extent at the first time after the end of the epidemic. All public service agencies in Wuxi shall exempt fees incurred by job hunting. Temporary subsidies will be given to companies producing epidemic prevention products with reference to public welfare positions. (Wuxi Municipal Human Resources and Social Security Bureau)

13. Implementing policies providing subsidies for training fees. From the date of implementation of the first-level epidemic prevention and control measures to June 30, 2020, enterprises that offer pre-job training including professional skills for newly recruited employees who work for more than one month, shall receive training subsidies at the standard of 300 yuan ($43) per person in the way of pre-allocation after confirmation. During the period of epidemic prevention and control, enterprises can be included in subsidies provided for vocational skills promotion actions provided that they independently organize or entrust training institutions to carry out online skills training for employees. 14. Supporting enterprises in stabilizing labor relations. Efforts should be made to relax the restrictions over enterprises affected by the epidemic in implementing comprehensive calculation of working hours so that relevant enterprises can implement group working and resting to maintain normal production and operation. Enterprises are encouraged to implement flextime. For enterprise affected by the epidemic, methods such as adjusting salaries, rotating shifts, shortening working hours, and awaiting job assignments can be adopted to stabilize positions after consulting with employees.
