The Xinghua Economic Development Zone, located in Xinghua city, East China's Jiangsu province, conducted a real estate ownership certificate issuance ceremony for the new Zhonghua Shigu Area B on Sept 30.
Earlier this year, Xinghua established a special team for issuing the real estate ownership certificate upon completion and it listed the Zhonghua Shigu Area B as a pilot project for the practice.
Area B was developed by the local government to speed up the agglomeration and intensive development of the city's health food sector. The area is designed to save businesses the trouble of constructing factories themselves and is expected to pave the way for their projects to start operating sooner.
Wang Yong, deputy secretary of the zone's Party working committee, said that issuing the real estate ownership certificate upon completion was an important measure to optimize the local business environment.
Moreover, it represented a key reform of local government departments to strengthen services and was an effective way to avoid the continuation of historical legacy problems.
Taking the success of the pilot project as an opportunity, Wang said the zone would boost departmental collaboration, optimize business processes and encourage more projects to obtain their certification on completion.
