The Xinghua Public Resources Trading Center – located in Xinghua city, Jiangsu province – is streamlining and improving its various services for projects.
This year it rolled out a series of measures to boost the services experience of trading entities and optimize the business environment for public resource trading – the buying and selling on the market of various publicly-owned assets and services.
Using the Xinghua Government Affairs WeChat account, the center has built up a cloud guide system to provide full consulting, from project initiations to final settlements – through methods such as process diagrams and online customer services.
In the project transactions process, a process diagram is linked to an online handling system, achieving integrated and convenient services for searches, inquiries and handling.
Measures have also been conducted to assist in the transparent trading and standardized operations of public resources, through optimizing the layout of trading venues and strengthening the construction of internal controls systems.
The center has innovated a three-step method to arrange service staff to be involved in the different phases of the projects.
Before the start of bidding, a service team will develop a set of guarantee plans and conduct on-site matchmaking for major projects in advance to boost progress.
During the bidding process, project coordinators, information publishers, on-site servers, transaction witnesses and regulatory publicists will offer services in the areas of information disclosures, policy interpretations and project witnessing.
Post-bidding, measures for telephone follow-ups and on-site visits will be conducted to scale up the improved services.
