The Hailing district of Taizhou city – located in East China's Jiangsu province – recently simplified construction procedures for its manufacturers, in order to help them start working ahead of schedule.
Under the streamlined procedures, when a site, planning and drawing design of a construction project is deemed to qualify, the district bureau of administrative examinations and approvals can issue a registration letter immediately. This paves the way for a company to start construction at once, instead of waiting for the formal receipt of the construction permit.
Later on, companies can receive the official construction permit by completing the relevant procedures before the completion and acceptance of a project.
LONGi Solar Technology (Jiangsu) Co Ltd, a local solar energy manufacturer focused on photovoltaic power generation technology, was the first company to benefit from the policy.

A technology upgrading and production expansion of the company last year made it in urgent to build new warehouses for materials storage and the relevant local departments took only three hours to issue the registration letter.
"The letter saved 10 precious days for us to reach domestic and overseas markets," said project manager Liu Qiang.
