Hohhot, in Inner Mongolia autonomous region, has witnessed a constant increase in payroll numbers during the past 40 years, with its urban employed population rising from 265,000 in 1978 to 1.13 million in 2018.

Since the beginning of China's reform and opening-up, the government has made great efforts to improve the local employment situation.

In 2002, Hohhot has had a proactive employment policy to help people find jobs.

The city invested 1.7 billion yuan ($230 million) in providing subsides for people with difficulties in finding employment.

It has also pushed forward vocational training by integrating training resources in the city. A total of 154 training institutes, 25 training bases and five high-end training bases have been established to promote skill training.

According to the government, the training has benefited 125,000 people in 2013.

The government has raised employment numbers by promoting mass entrepreneurship. 665 million yuan of collateral loans, or secured loans, have been granted to help 8,425 people start their own businesses.

A total of 34 incubation bases have been established, creating jobs for more than 20,000 people.

Services on employment were improved during the past years in the city. The government has established a data base to collect information on jobs and employees. It has also strengthened links between human resources markets in urban and rural parts of the city.
