Scholarship Evaluation Method for Outstanding Students in Inner Mongolia Normal University

Types of scholarships

Excellent student scholarships are divided into first-class scholarships, second-class scholarships, third-class scholarships, outstanding student cadre scholarships and individual scholarships. 

Assessment ratio and award amount

Twenty-five percent of the total number of students in IMNU will be awarded excellent student scholarships, of whom 4 percent will receive first-class scholarship (1,500 yuan[$211.33]), 7 percent will receive the second-class (900 yuan) and 10 percent will receive the third-class (500 yuan).

Student organizations -- including the Student Union, Student Associations, Student Self-management Committee and Student Life Management Committees -- will be in charge of the selection of the outstanding student cadre scholarships, which will be granted to 10 percent of the total number of student cadres. The proportion of scholarships approved by the university is decided based on the number of students in each school. The evaluation of scholarships shall be strictly carried out in accordance with the selection criteria, evaluation procedures and relevant requirements of the assessment.

Qualifications for participation 

Students applying for scholarships must meet the following requirements: 

Abide by the laws and regulations and be a moral person of high integrity with no violations of laws and regulations. 

1. First-class scholarship

According to the results of student quality evaluation, those who meet the following conditions can participate in the first-class scholarship evaluation:

(1) The moral character is rated as “good” or above.

(2) Academic performance is ranked among the top 20 percent of the class.

(3) Qualified physical fitness.

(4) Daily performance is ranked among the top 40 percent of the class. 

2. Second-class scholarship 

According to the results of student quality evaluation, those who meet the following conditions can participate in the second-class scholarship evaluation: 

(1) The moral character is rated as “good” or above.

(2) Academic performance is ranked among the top 40 percent of the class. 

(3) Qualified physical fitness.

(4) Daily performance is ranked among the top 50 percent of the class. 

3. Third-class scholarship evaluation conditions 

According to the results of student quality evaluation, those who meet the following conditions can participate in the third-class scholarship evaluation:

(1) The moral character is rated as “good” or above.

(2) Academic performance evaluation score is ranked among the top 60 percent of the class. 

(3) Qualified physical fitness. 

(4) Daily performance is ranked among the top 60 percent of the class.

4. Excellent student cadre scholarship evaluation 

Those who meet the following conditions can participate in the outstanding student cadre scholarship evaluation:

(1) Ardently serving his/her class and the university, with a strong sense of collective responsibility and honor.  

(2) Academic performance evaluation score is ranked among the top 50 percent of the class.

(3) Qualified physical fitness evaluation. 

(4) Daily performance is ranked among the top 50 percent of the class.

(5) Being a student cadre for at least one year and having qualified for his/her work. Having organizational and coordination skills.

(6) Conscientious, responsible, hard-working and open-minded. 

5. Individual scholarship evaluation 

The school has established seven categories of individual awards such as the Moral Fashion Award, the Science and Technology Innovation Award, the National Solidarity Award, the Social Welfare Activity Award, Academic Progress Award, Academic Excellence Award and the Artistic Skills Award. The specific assessment conditions are as follows:

(1) Moral Fashion Award

The moral character is rated as excellent, with the daily performance ranking among the top 50 percent in the class.

(3) Scientific and Technology Innovation Award 

Those who meet one of the following conditions can participate in the Scientific and Technology Innovation Award evaluation:

1. Winners of the “Challenge Cup” – the National College Students Extracurricular Academic Science and Technology Competition. 

2. Winners of provincial and ministerial-level college students' extracurricular academic science and technology competitions. 

3. Author of professional academic papers in a general academic journal; 

4. Engaged in research projects and having achieved certain results. 

(3) Ethnic Solidarity Award 

Those who meet one of the following conditions can participate in the National Solidarity Award evaluation: 

1. Thoroughly understand the state’s ethnic policies and unwaveringly support for ethnic solidarity. 

2.  Actively carry out activities to promote ethnic unity. 

(4) Social Welfare Activity Award

Daily performance evaluation score is ranked among the top two-thirds of the class and meets one of the following conditions: 

1. Strong willingness to help others, to serve the students. 

2. Actively organizes various student activities and has a good influence inside and outside the university. 

3. Actively participates in social welfare activities with an outstanding performance.

4. Actively participates in voluntary work organized by the university (such as tree planting and campus cleaning). 

5. Makes outstanding contributions to the construction of a “civilized dormitory”. 

(5) Academic Progress Award 

Those who meet one of the following conditions can participate in the evaluation of Academic Progress Award:

1. In the school year, the moral character grade has generally improved over the previous school year; 

2. Academic performance assessment is ranked from the last third of the class in the previous school year to the top third in the class; 

3. The moral character is graded as good, while the daily performance in the class is ranked from the last one third in the class in the previous school year to the top one third. 

(6) Learning Excellence Award 

Those who meet one of the following conditions can participate in the evaluation of the Learning Excellence Award:

1. The scores of the required courses are “good” or above, and the academic performance scores are ranked among the top 5 percent of the class. 

2. Chinese-speaking students ranking among the top 30 in a national foreign language test in the university. Mongolian-speaking students are qualified in a national foreign language test. 

(7) Artistic Skills Award 

Those who meet one of the following conditions can participate in the evaluation of Artistic Skills Award: 

1. Winners of provincial-level sports or art competitions, or top three winners of municipal-level competitions.  

2 Winners of calligraphy painting, literary work, or calligraphy and painting exhibitions. 

Special notice 

If one of the following circumstances occurs during the evaluation, the qualifications for the student will be canceled: 

(1) A student who fails a class. 

(2) Those who are subject to punishment during the evaluation. 

Review procedure 

1. Under the guidance of the class teacher an evaluation group will be established, including the monitor, members of the class committee, members of the class party committee and dormitory and student representatives. The evaluation results will be decided by the group. 

2. Under the guidance of the class teacher, the whole class will select candidates by secret ballot. The results will be reported to the Student Work Office of the college. 

3. Each Student Work Group reviews the results of the selection. If there is no objection after the review, the “Inner Mongolia Normal University Student Scholarship Approval Form” will be filled out and the results reported to the Student Work and Employment Guidance Office in written form. 

4. Results will be reviewed by the Student Work and Employment Guidance Office and will be publicized in the university. If there is no objection after the publicity period, the candidate will be reported to the School Student Work Committee for approval.

Evaluation time and requirements 

1. Each evaluation shall be completed within two months after the start of the school year; 

2. The resulted approved by the school will be recorded in the students’ files.

Other matters 

1. Remarkable contributions to the country and society made by outstanding individuals may be taken into consideration during the evaluation. 

2. Standards for athletes may be slightly lowered, that is, those who meet the conditions of second-class scholarships can be rated as first-class scholarships winners and those who meet the third-class scholarships can be assessed as second-class scholarships winners. 

3. Students who have received outstanding student scholarships will no longer be allowed to participate in the individual awards. 

4. Special circumstances in the evaluation process are required to be reported to the Student Work and Employment Guidance Office for approval.
