The Liberal Arts College of Inner Mongolia Normal University grew out of the university's Department of Chinese Language and Literature established in 1952, the year of the university's inauguration. Located in the city of Ulanhot, Inner Mongolia autonomous region, the Department of Chinese Language and Literature was one of the first majors established in the ethnic minorities and frontier areas.

In 1954, the Department of Chinese Language and Literature moved to Hohhot together with the University. Ever since its relocation, the department had developed competent faculty and a relatively strong academic influence in Inner Mongolia. It was included in the first batch of institutions authorized to grant master's degrees by the Academic Degree Committee of the State Council in 1982.

In February 2003, the Liberal Arts College was officially established. The school has departments of Chinese language and literature, Chinese language, journalism, and Chinese international education; it also has a linguistic institute, a literature institute, an institute for journalism, film and television, and a liberal arts education and practical teaching center.

The journalism department was separated from the school in January 2016 to form the School of Journalism and Communication, merging with Mongolian Studies College and Communication School.

The Liberal Arts College has a long history and outstanding faculty, especially in studies of ancient Chinese documents - a key discipline at the provincial level.
