Founded on April 17, 2010, the College of Ethnic Arts under the IMNU has distinct ethnic characteristics and great growth potential. Inside its 28,000-square-meter teaching building, there is an art gallery, a concert hall, a mural studio, a craft studio, computer rooms for ethnic costume design/fine arts/music, musical instrument practice rooms, electric piano classrooms, and multimedia classrooms. The school is also home to the Institute of Fine Arts of Northern Ethnic Minorities in China, the Research Center for Art Psychology, the Painting and Calligraphy Center, the Tuomusi Fine Art Institute and the Tuomusi Oil Painting Studio. 

The college's departments of fine arts and music offer programs in 10 areas of specialization in two majors. The Department of Fine Arts offers Art Design programs in Ethnic Costumes, Ethnic Crafts and Mural Art, along with Painting programs in Chinese Painting and Oil Painting. The Department of Music offers Musicology and Music Performance programs, with the latter coming in six areas of specialization – Vocal Music, Instrumental Music, Piano, Pop Music, and Ethnic Folk Music.
