Mayor: He Haidong

He Haidong, born in February 1966, is of the Han ethnic group. He, who has a master's degree, joined the Communist Party of China in June 1985, and started working in July 1987.

He was elected mayor of Hohhot during the fourth session of the 15th Hohhot Municipal People's Congress on Feb 25, 2021.

He is currently responsible for the overall work of the city's municipal government.

Vice-mayor: Liu Jiying

Liu Jiying, born in May 1977, is from the Han ethnic group. He holds a master's degree in business administration.

He is a member of the Communist Party of China and currently serves as vice-mayor of Hohhot.

He is responsible for the executive work of the municipal government, assisting the mayor – in charge of finance, audits, natural resources, land acquisition and storage, government affairs transparency, emergency management, State-owned assets, finance and administrative affairs.

Vice-mayor: Zhang Jifei

Zhang Jifei, born in October 1980, is of the Han ethnic group. Zhang holds a master's degree and is a member of the Communist Party of China.

He assists the mayor in affairs related to cultural tourism, radio and television, sports, administrative approval, open government matters, the digital economy, big data application, smart city construction, Beijing-Mongolian counterpart cooperation, and other work.

Vice-mayor: Wang Xinyu

Wang Xinyu, born in March 1970, is of Han ethnicity. Wang has a master's degree in business administration. He is a member of the China Association for Promoting Democracy.

He assists the mayor in affairs related to the headquarters economy, the private economy, private capital investment, commercial circulation, market supervision and management, transportation, urban public transportation, airports, railways, and supply and marketing.

Vice-mayor: Li Jun

Li Jun, born in November 1974, is of Han ethnicity. Li holds a master's degree in engineering and is a member of the Communist Party of China.

Li is responsible for assisting the mayor in affairs related to public security, judiciary matters, letters and visits, the maintenance of social stability, the government legal system, legality reviews, and legal consultations.

Vice-mayor: Jiao Hong

Jiao Hong, female, born in July 1968, is of the Han ethnic group. She has a postgraduate degree from the Party School of the Central Committee of CPC, and is a member of the Communist Party of China.

She assists the mayor in affairs related to education, science and technology, human resources and social security, wage settlements for migrant workers, health care, medical security, and local chronicles.

Vice-mayor: Ma Bingquan

Ma Bingquan, born in February 1969, is of the Hui ethnic group. Ma has a bachelor's degree in education and is a member of the Communist Party of China.

He assists the mayor in matters related to civil affairs, the ecological environment, veteran affairs, civil air defense, and ethnic groups.

Vice-mayor: Li Xiaoyan

Li Xiaoyan, born in January 1975, is of the Han ethnic group. She has a master's degree in business administration and is a member of the Communist Party of China.

Li assists the mayor in affairs related to the comprehensive economy, development and reform, industry, statistics, investment promotion, regional economic cooperation, optimization of the business environment, food, etc., and coordinates the promotion of economic system reform.

Vice-mayor: Fu Jinzai

Fu Jinzai, born in February 1972, is from the Han ethnic group. He is a graduate of the Party School of the Central Committee of the CPC and is a member of the Communist Party of China.

He currently serves as vice-mayor of Hohhot. He assists the mayor in handling matters related to education, housing and urban-rural development, urban management, landscaping, cultural tourism and broadcasting, as well as public resource trading, among other things.

Director of Management Committee of Horinger New Area: Zhu Jianguo

Zhu Jianguo, born in January 1966, is a member of the Han ethnic group and master's degree holder.

He is currently Director of the Management Committee of Horinger New Area, and responsible for presiding over the committee's work.

First class inspector: Bi Guochen

Bi Guochen, born in August 1963, is a member of the Han ethnic group and bachelor's degree holder. He is currently a first-class inspector of Hohhot, responsible for assisting the mayor in promoting the high-quality development of the new energy industry cluster centered on the photovoltaic industry and the modern fine chemical industry centered on Jiutai projects. 

Second class inspector: Yun Xinming

Yun Xinming, born in September 1966, is a member of the Han ethnic group and bachelor's degree holder from Hohhot, Inner Mongolia autonomous region.

He is currently a second-class inspector, responsible for assisting the mayor in promoting the construction of Yili Modern Smart Health Valley and Mengniu Dairy Industrial Park.

Director of Major Project Construction Office: Zhang Guoping

Zhang Guoping, born in October 1963, is of the Mongolian ethnic group. Zhang, who has a master's degree, joined the Communist Party of China in June 1994, and started working in July 1985.

Zhang is responsible for assisting the mayor in investment promotion and regional economic cooperation, as well as completing other tasks assigned by the mayor.

Secretary-general of Hohhot municipal government, office director: Liu Jianwen

Liu Jianwen, born in August 1969, is of the Han ethnic group. He is a member of the Communist Party of China.

Liu assists the mayor in handling daily work regarding municipal government agencies, presides over the work of the municipal people's government office, and completes other tasks assigned by the mayor.
