The Party chief of the Inner Mongolia autonomous regions has proposed a five-point plan for modernizing the area in an efficient, sustainable manner.

Li Jiheng, secretary of the Communist Party of China (CPC) Committee of the Inner Mongolia autonomous regions, also urged officials to build Hohhot, the region’s capital, into a first-class city through major improvements in a wide range of services.

Li made the remarks at a panel discussion about a government work report presented by Bu Xiaolin, chairwoman of the Inner Mongolia autonomous region, at the sixth session of the 12th People’s Congress of the region on Jan 15.

Li thought highly of the government work report, which he said accurately reflected conditions in the autonomous region.

Li noted that the region’s economy had maintained stable development momentum in 2016. “There will be both opportunities and challenges in economic development in 2017,” he said.

He urged delegates to fully implement the spirit of the CPC Central Committee and carry out supply-side structural reform.

"As the capital of the Inner Mongolia autonomous region, Hohhot plays a pivotal role in the development of the autonomous region," Li said.

He put forward five requirements for Hohhot's development.

First, enhance construction and management of the city, and promote its image.

Second, improve industrial structure, accelerate industrial transformation, and develop modern husbandry, services and the non-public economy.

Third, expand reform and opening-up and enhance regional economic cooperation, particularly with Russia and Mongolia.

Fourth, increase construction of ecological civilization, promote the implementation of the action plan for the preservation and treatment of air, water and soil, and conserve energy and reduce pollutant emissions.

Fifth, improve ethnic unity and officials’ ability to deal with ethnic affairs in accordance with the law.
