Foreign Talents Introduction Policy of Hainan University

[Introduction Category]

Article 1 The foreign cultural and educational experts are divided into professional foreign cultural and educational experts and linguistic foreign cultural and educational experts according to the nature of their tasks.
(1) Professional foreign cultural and educational experts: Foreign teachers mainly engaged in personnel training, scientific research and discipline construction.
(2) Linguistic foreign cultural and educational experts: Foreign teachers mainly engaged in foreign language teaching.
Article 2 According to length of employment, the foreign cultural and educational experts are divided into two categories: short-term experts and long-term experts.
(1) Long-term experts generally refers to foreign cultural and educational experts who have worked in our school for 90 days or more (including full-time ones) continuously.
(2) Short-term experts refer to project experts and foreign cultural and educational experts for short-term visits (lecturing), who usually stay in our school for no more than 90 days.


[Introduction Conditions]
Article 3 Basic Conditions for Foreign Cultural and Educational Experts:
(1) The candidates should abide by the laws and regulations of the People's Republic of China and various rules and regulations of Hainan University, respect the traditions and customs of the Chinese nation and be friendly to China.
(2) The candidates should have no legal dispute, no criminal record, no academic misconduct record, no poor credit record, and no connection with cult organizations.
(3) The candidates should be physically and psychologically healthy people whose age is generally not more than 65 years old. Foreign high-end talents who meet a market demand, science and technology leaders, and professional personnel are not subject to the age limit.
(4) Qualification for appointment:
Professional foreign cultural and educational experts should generally have a doctorate, be able to grasp the direction of discipline development, have certain teaching and scientific research experience, have a high academic level, and be able to undertake teaching, scientific research, discipline construction and team construction.
Linguistic foreign cultural and educational experts should generally have a master's degree or above (including an equivalent language teaching certificate) or a title equivalent to lecturer or above, have received special training in language teaching, have more than 2 years of teaching experience in foreign language and foreign literature, have high attainments in foreign language, foreign literature and related disciplines, have clear articulation, standardized pronunciation and intonation, and generally only undertake teaching tasks.


[Salary and Guaranteed Treatment]
Article 4 The salary and treatment of long-term foreign cultural and educational experts shall generally be subject to the agreed salary system. The school shall determine the corresponding agreed salary standard according to the international influence, actual vocational level and tasks undertaken by the experts. Individual income tax shall be borne by the experts themselves.
The starting salary of full-time professional foreign cultural and educational experts is 100,000 yuan (RMB) per year; the monthly salary of linguistic foreign cultural and educational experts is 8,500 yuan (RMB)/month for a doctor and 8,300 yuan (RMB)/month for a master.
Article 5 During their employment, foreign cultural and educational experts will be enrolled in social insurance or commercial medical insurance by the university according to regulations.
(1) According to the Interim Measures for the Participation in Social Insurance by Foreigners Employed in China (Order No.16 of the Ministry of Human Resources and Social Security) and relevant regulations of Hainan Province, foreign cultural and educational experts who meet the conditions for participation shall be enrolled in enterprise endowment insurance, employee medical insurance, work-related injury insurance, unemployment insurance and maternity insurance by the university in accordance with the law and regulations. The establishment, transfer and continuation of the social insurance relationship and retirement conditions shall be implemented in accordance with the relevant provisions of the state and Hainan province on Chinese insured persons.
(2) For foreign cultural and educational experts who do not meet the conditions for participation or do not need to participate in China's social insurance and other types of insurance, during their employment, the university can purchase special commercial medical insurance including critical illness insurance, hospitalization insurance and accident insurance for them within the territory of China according to their needs. The details shall be negotiated by both parties.

 

[Introduction Procedure]
Article 6 Procedures for Employment of Full-time Professional Foreign Cultural and Educational Experts
Applicants should consult the introduction plan and deliver the application materials as required.
After preliminary examination and approval by the personnel department, the college will organize the examination and interview.
The university and the talent negotiate an agreement
Report the results to the university meeting for deliberation
Publicity
Sign a work agreement
Handle work visas, etc
Report for duty

Article 7 Procedures for Employment of Linguistic Foreign Cultural and Educational Experts
(1) Hire long-term foreign cultural and educational experts
1. Linguistic foreign cultural and educational experts shall be selected by the employer according to the teaching requirements. The Approval Form for Hiring Long-term Foreign Cultural and Educational Experts of Hainan University shall be filled in and be submitted to the university for examination and approval after being reviewed by the International Cooperation and Exchange Department.
2. The employer shall submit the application materials for employing foreign cultural and educational experts to the International Cooperation and Exchange Department three months before the foreign cultural and educational experts plan to come to China, including the employment contract, personal resume of the personnel to be employed, photocopy of passport, medical examination certificate (issued within 6 months), no criminal record (including the certification of Chinese embassies and consulates abroad or the certification of foreign embassies and consulates in China), highest academic degree certificate (including the certification of Chinese embassies and consulates abroad and the certification of Chinese notary agencies), work qualification certificate and other materials required by the Bureau of Foreign Experts Affairs.
3. The employer shall introduce the school situation to foreign cultural and educational experts, and clarify the work tasks, work objectives, living conditions and working conditions, etc. The International Cooperation and Exchange Department is responsible for assisting the employer to handle the employment procedures of foreign cultural and educational experts.
(2) Hire short-term foreign cultural and educational experts
1. For short-term foreign expert projects funded by the State, Hainan Province or the special talent introduction fund of the university, the employer shall submit applications to the university in accordance with the relevant procedures of the special talent introduction fund.
2. For short-term foreign experts projects supported by the employer or special scientific research funds, the inviting unit shall fill in the Approval Form for Foreign Visitors 30 working days before the experts come to China, and submit the resumes and photocopies of passports of the experts to the International Cooperation and Exchange Department for approval.
