On July 29th, China’s Hospital Ranking of Innovation and Transformation (hereinafter referred to as the “Ranking”) was jointly launched by China Medical Innovation Alliance (CMIA), Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration, Hainan Boao Medical Innovation Research Institute, CN-Healthcare and Beijing Kangwei Medical Innovation Technology Co., Ltd., and specially supported by Novartis China.

The medical transformation platform of Lecheng Pilot Zone was officially launched on the same day, and a cooperation contract was signed with China Medical Innovation Alliance (CMIA), which marked the launch of the medical advanced technology transformation platform of Hainan Free Trade Port, accelerating the application, transformation and industrialization of innovative achievements.

China’s Hospital Ranking of Innovation and Transformation Made its Domestic Debut!

In the morning, Ge Junbothe, general sponsor of China Medical Innovation Alliance (CMIA) and Academician  of Chinese Academy of Sciences led a number of guests to unveil the Ranking list.

Academician Ge explained that the Ranking takes patents as the carrier and data as the benchmark, and ranks Chinese Grade AAA hospitals in China from six dimensions: number of patent applications, number of patent grants, number of invention patent applications, number of invention patent grants, number of PCT applications and number of patent conversions. "Patents must be transformed to serve human happiness. Patents that have not been transformed are called “Zombie Patents', and Tt is good for the Ranking to take patents as a starting point".

Under the guidance of the policy advocacy and through the five-year medical innovation transformation practice and evaluation index system exploration by China Medical Innovation Alliance (CMIA), China’s first hospital innovation transformation ranking was finally launched this year. The Ranking covers 1 comprehensive list and 6 sub-lists.

Li Wenxiu, Deputy Director of Hainan Provincial Health Commission, said that the Ranking has set up the first hospital innovation achievement index system with patents as the carrier in China, which will guide the evaluation of hospital innovation transformation and provide directional guidance for hospital innovation transformation in China. The release of the Ranking and the launch of Lecheng Pilot Zone medical transformation platform will better meet the domestic trend that medical innovation achievements will be transformed in a clinical-oriented and medical-industry integrated manner, which is of great significance for carrying out cutting-edge medical science and technology innovation research and achievements transformation, and driving the medical service level to a new level.

In order to make effective use of the preferential policies of Hainan Free Trade Port and realize the independent ownership of high-end medical equipment, Lecheng Pilot Zone strives to build a medical-industry transformation platform — Boao Lecheng Pilot Zone Medical Transformation Platform, which will coordinate between government-industry-university-research, gather resources, match policies, and transform research and development achievements.

The total investment for the construction of Lecheng Pilot Zone Medical Transformation Platform is about RMB 1.6 billion, which is expected to start its construction in September 2022. The platform will rely on the advantages of licensed medical equipment and other pilot policies available to Boao Lecheng Pilot Zone, and take clinical demand as the traction to promote the in-depth docking and coordinated development of superior medical resources at home and abroad, scientific research, product resources and social capital, attract and cultivate a number of innovative enterprises, implement a number of high-quality projects with high scientific and technological content, great supporting role and strong radiation driving force, and build a medical science and technology innovation ecosystem, so as to promote the transformation of more medical science and technology projects and achieve industrial agglomeration.

Lyu Xiaolei, Executive Deputy Director of Boao International Medical Tourism Pilot Zone Administration, said that Lecheng signed a contract with China Medical Innovation Alliance, according to which both sides will form closer cooperation in introducing high-quality medical innovation projects into the medical transformation platform in Lecheng Pilot Zone and linking well-known domestic public medical institutions. Relying on the influence of academicians and experts in the industry, Lecheng will convey the voice of medical reform and innovation, and promote the gathering of more medical institutions, doctor teams, R&D enterprises and other high-quality resources. Next, Boao Lecheng Medical Transformation Platform will explore product incubation in segmented areas, gather more talents, give full play to the effect of "enterprises bring enterprises, experts bring experts", further improve Lecheng’s industrial chain, accelerate medical science and technology innovation and achievement transformation, and empower Hainan’s biomedical industry to develop with high quality.
Wang Gang, Deputy Director of Hainan Medical Products Administration, said that Hainan Medical Products Administration would work hand in hand with Lecheng Administration and Hainan Provincial Health Commission, continue to make full use of the preferential policies of Hainan Free Trade Port, and jointly build a medical transformation platform in Lecheng Pilot Zone. Taking system integration and innovation as the starting point, we will further optimize the regulatory measures, deepen the reforms to delegate power, streamline administration and optimize government services, help the innovation and development of medical device industry, improve the scale and quality of medical device industry development, and strive to create a new form of medical device industry cluster development in Hainan province, contributing regulatory wisdom and power to the construction of a world’s influential Haiman Free Trade Port with Chinese characteristics.

It is understood that the construction of Boao Lecheng Medical Transformation Platform has also been strongly supported by relevant authorities of Hainan Province. Hainan Medical Products Administration will focus on the field of innovative devices, and build a platform for applied research, achievement transformation, enterprise incubation and talent cultivation; Hainan Provincial Science and Technology Department and Lecheng Administration will jointly build a medical science and technology innovation platform in Lecheng Pilot Zone to promote the industrialization of medical science and technology achievements; Hainan Provincial Department of Industry and Information Technology will support the construction of biomedical R&D and application industry platform in Lecheng Pilot Zone, and provide powerful support to the cooperation and construction of the medical transformation platform.
