“The construction of Hainan Free Trade Port has brought a sound development environment, under which we completed the clearance procedure for our 300 bottles of licensed drugs through the batch approval process.” Looking at the successful customs clearance of "life-saving drugs", Yue Hongwen, Dean of Cardiovascular Metabolic Medicine Center of Hainan Yiling Medical Industry Development Company Ltd., smiled satisfactorily, "In the past, licensed drugs used to need approval per person, which took an average of 1.8 working days. Now, as long as a drug is not approved for the first time, it can be approved in batch as needed, so patients don't have to wait.”

With the advantage of the open-up policy in Hainan Boao Lecheng International Medical Tourism Pilot Zone, Yiling enjoys a further simplified approval policy for clinically urgently needed imported drugs, which greatly improves the efficiency of drug dispensing. The Pilot Zone pays equal attention to both “release" and "regulate" in the Pilot Zone, creating a data sharing, unified and convenient traceability management platform for licensed drugs and drugs, and continuously observing and tracing patients' physical conditions and safety of medication.　

In 2013, the Approval of the State Council for the Establishment of Hainan Boao Lecheng International Medical Tourism Pilot Zone was issued, and nine preferential policies such as accelerating the registration and approval of medical devices and drugs import were put into practice, making more than the 20 square kilometers of land a hot spot for high-end medical investment. The opening-up door will be opened wider In 2018, the CPC Central Committee's decision to support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics once again brought the reform momentum to Lecheng. In 2019, the upgraded version of “State Nine Policies"——the Implementation Plan for Supporting the Construction of Hainan Boao Lecheng International Medical Tourism Pilot Zone gave Lecheng greater autonomy in reform and opening up.　

“Greater autonomy puts an accelerator on innovative applications and industrial take-off.” Yan Lukai, director of the Propaganda Department of Lecheng Pilot Zone Administration, told reporters that the upgraded version of the “State Nine Policies” was of higher quality, further reducing the time for the world’s innovative drugs to enter the Chinese market. As of November 15th, Lecheng had implemented more than 180 first applications in China, which means that there is a new first breakthrough almost every week.　

Medical Tourism Pilot Zone is a Microcosm of the construction of Hainan Free Trade Port. "In terms of international investment, one single window integrates 234 investment-related services involving 13 examination and approval agencies and 20 governmental affairs systems, cutting off the number of application materials by 55% for foreign-funded enterprises and reducing the examination and approval time by 70%." Dong Tao, a cadre who once worked at the General Office of Comprehensively Deepening Reform of Hainan Provincial Party Committee, introduced that since the issuance of the overall plan for the construction of Hainan Free Trade Port, Hainan has placed the system integration innovation in a prominent position and benchmarked the world's highest level of openness to promote the smooth commencement and vigorous development of the construction of Hainan Free Trade Port boldlyve and independently by taking adventures.

The construction of Hainan Free Trade Port has brought about a new breakthrough in Hainan's economic and social development. “The number of new enterprises, the utilization of foreign capital, the number of talents attracted and the duty-free shopping volume have all doubled.” Dong Tao said that every Hainanese is striving to make more brilliance by boldly opening new ground, sticking to innovation, and delivering solid performance.
