Boao Lecheng International Medical Tourism Pilot Zone has implemented a number of measures to speed up the establishment of projects, including hiring special liaison staff members, Hainan Daily reported on Feb 23.

Currently, Lecheng has 15 such special liaison staff members, offering services for 25 projects and helping them deal with problems in areas such as financing, talent attraction and technology. 

"Our project just started construction three months ago and we have achieved huge progress," said Meng Zhonghuo, a project manager from Hainan Development Holdings Co Ltd, which has begun the construction of an international innovative drugs and medical instruments exchange and transformation center in Lecheng.

Meng noted that the project is expected to be put into operation in March. 

The project gained planning permission in September 2020 thanks to the innovative procedures launched by Lecheng, which allow companies to get approval quickly.

Long Jiao, a staff member from Hainan Development Holdings Co Ltd, said that the company gained the permit immediately after submitting all materials online - yet the whole process used to take at least 58 working days.

Long added that the company has never dealt with these procedures, but the special liaison staff member helped them through the whole process.

"The exchange and transformation center project is the first one to settle down in Lecheng using this innovative procedure. We not only let them know about the regulations but also help them handle the issues," said Zheng Xiuwen, one of the special liaison staff members.

"With the help of these liaison staff members, we are no longer confused and don't have to go to a lot of places to finish procedures," said Yang Jian from Pfizer.

Meng added that the liaison staff members have contributed to increasing communication and cooperation efficiency between the local government and companies. 

Gu Gang, director of the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration, said that Lecheng will further increase its service offered to local companies and establish a first-class business environment.
