Hainan to offer mail services for duty-free shoppers

To boost the development of the Hainan Free Trade Port and build Hainan into an international tourism consumption center, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation jointly issued a statement on Feb 2 announcing that new duty-free shopping methods are to be introduced in Hainan.

According to the announcement, passengers can choose "mail and delivery" services to buy duty-free goods, and Hainan islanders can choose to pick up their duty-free goods, purchased before leaving the island, when they return.

For those who choose the mail services, the recipient, payer, and purchaser should be the shopping passenger him or herself, and the address should be outside Hainan province. 

For Hainan residents who purchase duty-free goods before leaving the island, they can choose to pick up the goods when they come back. However, they must provide a valid identity document and their actual trip itinerary after they leave Hainan. Offshore duty-free shops should confirm the identities of the consignees and the compliance of their itinerary information, and then deliver the duty-free goods to them.
