Representing the more than 9 million people in Hainan, the Hainan delegation to the National People's Congress (NPC) and members of the National Committee of the Chinese People's Political Consultative Conference National Committee (CPPCC) arrived in Beijing on May 20.
The 2020 two sessions of China's top legislative body and the country's top political advisory body are scheduled to open on May 21 in Beijing.
"Although this year's two sessions were postponed, our enthusiasm for performing our duties is still high," said Wang Shumao, an NPC deputy for Hainan from Qionghai.
According to Wang, in addition to topics, such as developing leisure fisheries and helping fishermen develop other industries, which were discussed in previous years, there is an additional proposal to increase the intensity of cracking down on "taoludai", a special usury that has exploited many families.
During his field visits last year, he learned that many rural families were troubled by the usury, and he had the idea of putting forward this proposal at this year's two sessions.
"I come from a rural area. Most of the people I have contact with are simple fishermen and farmers. As an NPC deputy, we want to speak for the people and get their voices heard at the two sessions," Wang said.
Liao Hongyu, an NPC deputy for Hainan, as well as chairman of the boards of supervisors of HNA Airport Group and Haikou Meilan International Airport, was eager to discuss the development of Hainan's aviation industry at the two sessions.
"The main project of the second phase of Haikou Meilan International Airport is scheduled to be completed by June 30. Next year, we will be able to depart from Haikou to Beijing to participate in the two sessions and we may use the brand-new terminal," he said.
The proposal that Liao will submit at the two sessions concerns promoting Hainan's efforts in building a one-stop international aircraft leasing center. In order to prepare this proposal, he visited many government departments, such as finance, taxation, and customs, as well as aviation leasing enterprises.
Drawing on the experience of the world's leading aircraft leasing industry hubs, we can explore and develop the aircraft leasing industry in Hainan, build a new hot spot for the global aircraft leasing industry, and cultivate new economic growth momentum, he said. It is conducive to promoting the transformation and upgrading of Hainan's industries, as well as can also fully promote Hainan's financial innovation.
