It will do so by promoting cooperation between leading enterprises, cooperatives and farmers, which will aim to promote brand-building and stimulate initiatives by farmers.

The cooperation mode is expected to ensure the coverage rate of fine animal breeds reaches 100 percent and the green prevention and control rate tops 60 percent.

In Xiuwen, priority is being attached to helping develop five leading enterprises at the county level and 29 specialized farmer cooperatives, aiming to create 17,000 mu of industry bases featuring land circulation, stock cooperatives and made-to-order supplies.

The land circulation rate has reached about 66 percent and the coverage rate of business entity to exceed 85 percent.

Xiuwen issued an implementation plan on rural industries which stipulated to allocate 20 million yuan ($2.93 million) as subsidies to support business entities on farming, land circulation, and special insurance.

About 42.5 million yuan would be used to implement 12 projects of high-standard farmland construction so that 35.8-kilometer country roads and 4.9-km irrigation channels would be built.

The projects will bring benefits to more than 15,000 mu dam area, ensuring the effective irrigation rate reach to 80 percent and the accessibility rate of country roads exceed 90 percent.

The county also set up a capital pooling at the standard of 100 yuan per year for each mu. The money is prepared to subsidize the reduction of agricultural product yields and sales caused by natural disasters and market risks.
