Responsible for the daily operations of the Party Committee of the department, earnestly implementing the Party’s guidelines, principles, and policies, and strengthening Party building within the institution.

Division of Opening-up (Office of the Opening-up Committee of Guiyang Municipal Party Committee)

Main Responsibilities:

Responsible for drafting comprehensive documents and key meeting materials related to the city’s opening-up efforts; conducting research and providing recommendations on major issues arising from external cooperation and openness; and overseeing related tasks such as external publicity, communication, and training.

Division of Personnel

Main Responsibilities:

Responsible for managing organizational structure and staffing of the department and its affiliated public institutions, including the selection, appointment, dismissal, supervision, and evaluation of personnel.

Also in charge of labor compensation, social security, administration of official overseas visits and programs, as well as review and filing of personnel traveling abroad for official or personal reasons.

Oversees education and training management as well.

Main Responsibilities:

Responsible for monitoring and analyzing the financial operations of the department and its affiliated public institutions; preparing and reporting departmental budgets and final accounts; and formulating and implementing accounting systems for the department and its affiliated institutions.

Division of Policy and Regulations

Main Responsibilities:

Responsible for legal publicity and education, research, and the administration of approvals and permits within the city’s commerce system.

Also in charge of legal governance efforts, including administrative reconsideration, litigation response, and administrative penalties in accordance with the law.

Division of Market Operation Regulation and Consumption Promotion

Main Responsibilities:

Responsible for monitoring and analyzing the overall economic performance of the city, improving the market monitoring system and reporting mechanisms, and coordinating the organization of consumption-promotion activities and related tasks within the commerce sector.

Division of Market System Construction (Division of E-commerce)

Main Responsibilities:

Responsible for formulating policies and planning the development of urban and rural market systems across the city.

Also oversees the planning and development of large-scale specialized markets (including wholesale and specialty markets), agricultural product distribution systems, and urban commercial outlets.

Main Responsibilities:

Responsible for coordinating the formulation of policies and plans for the city's use of foreign investment, implementing key tasks, conducting data collection and analysis, and providing enterprise management and support services.

Also coordinates with the Provincial Department of Commerce to facilitate international economic and technological cooperation.

Main Responsibilities:

Responsible for formulating and implementing the city's development plans, policies, and measures for foreign trade; analyzing the performance of foreign trade and proposing solutions to address emerging issues.

Also in charge of promoting key sectors such as service outsourcing, software exports, and cultural service exports.

Organizes, coordinates, and guides service trade promotion activities across the city.
